Status: On March 22, 2024, the Appellate Chamber of the Higher Anti-Corruption Court left unchanged the verdict that convicted Stepan Moskvych, the former director of the state enterprise "Lutsk Bakery Plant No. 2" of embezzling UAH 56 million - 10 years in prison and additional punishment in the form of confiscation of property .
The story of the case: According to the indictment, PJSC "Agrarian Fund" (100% of the shares belong to the state) in November 2013 transferred the grain to the Lutsk KHP No. 2 for responsible storage. Its head at that time, Moskvich, decided to ship it to commercial structures without payment from their side, without obtaining permission from the owner of the grain. The shipment was provided by the head of the elevator at that time, Leonid Tymofiyuk. In this way, during February-June 2014, more than 26,000 tons of grain belonging to PJSC "Agrarian Fund" were removed from the elevator of Lutsk KHP No. 2, which caused losses to the enterprise in the amount of more than UAH 56 million.
The NABU detectives started investigating these facts in October 2016. In December 2017, the ex-director of the State Enterprise "Lutskyi KHP No. 2" was informed of the suspicion of committing a crime.
On November 29, 2018, the indictment against the former chairman of the state-owned enterprise "Lutsky KHP No. 2" and the head of the elevator of the same state-owned enterprise was sent to court.
Persons potentially involved in Stepan Moskvych's schemes: Leonid Tymofiyuk, ex-head of the elevator of the Lutsk bakery plant No. 2 - 7.5 years in prison and additional punishment in the form of confiscation of property.
Scandals : Loud revelations of grain shortages at the KHP during Stepan Moskvych's term of office surprised many. The local mass media reported that in 2014, Stepan Moskvych did not get things right with KHP No. 2: it was during his leadership that an audit revealed a lack of grain - 29,000 tons of grain, although, as they say, it disappeared long before him. The State Reserve condemned the Lutsk KHP for a debt of almost 320 million for more than 47 tons of grain, which was transferred to the plant for storage in 2004 and whose disappearance was discovered in 2010. From 1997 to 2010 inclusive, the KHP was headed by Mykhailo Hnasyuk. He and his deputy, Olga Tsisar, and the head of the capital enterprise of the State Reserve, Andriy Kosov, found themselves on the dock when the inspection revealed the disappearance of hundreds of thousands of tons of grain, which they had in storage from PJSC "Agrarian Fund". The officials of the Lutsk KHP No. 2 concluded several fictitious contracts that they take the grain of the capital enterprise "Concord Plus" for storage. For them, this story ended with the fact that the director was released from criminal liability due to the expiration of the statute of limitations. His deputy was also released from criminal proceedings. In turn, Andriy Kosov is currently in France.
Persons who should have reacted to the corruption schemes of Stepan Moskvych: In the case of Stepan Moskvych, law enforcement agencies, the prosecutor's office and the courts worked well, but for a long time.
Assets: According to the court verdict, 50 real estate objects, corporate rights of six legal entities were confiscated from Stepan Moskvych, in particular "Techagroservice Scientific-Production Agricultural Enterprise", "Mriya Starosillya" LLC, "Nadstyrya", "Vatutino" and a car.
