The plot of the case: according to the Kyiv National Police, the suspect was approached by an entrepreneur with a request to help locate a solid waste sorting station in the community.
The official assured the man that it would be difficult to rent the required land plot of about 12 hectares without his “help”. He also noted that he had influence over the deputies of the village council and could contribute to a positive decision during the competition for land lease. In addition, the suspect emphasized the need to prepare project documentation, because part of the plot did not have the appropriate purpose.
During a meeting that took place in Kyiv near one of the shopping malls, the official received a previously agreed amount of money. Following this fact, law enforcement officers informed the official of suspicion under Part 3 of Article 369-2 of the Criminal Code of Ukraine - receiving an unlawful benefit for influencing a decision-making process by a person authorized to perform local government functions, combined with the extortion of such a benefit.
The sanction of the article provides for imprisonment of up to eight years with confiscation of property.
The deputy of one of the village councils in the Chernihiv region, whom the police suspect of extorting $20,000 for the construction of a solid waste sorting station and 185,000 hryvnias for the development of a land management project, was Volodymyr Motsior from Kozilets.
The village head of Kozilets, Valentyn Bryhynets, said in a comment to Suspilny that searches of the village council really took place. And regarding his deputy, he replied that "he will not comment on anything until the court's decision."
I know he was detained. I don't know what his current status is. I only saw information on the Internet that he was detained. And that's it.
The press service of the National Police of Kyiv reported in a comment to Suspilny that on November 17, the Holosiivskyi District Court chose a preventive measure for Volodymyr Motsyr - detention with the alternative of bail in the amount of 80 subsistence minimums (242,240 hryvnias, — ed.). Bail was posted today (November 17, — ed.), and Motsyr was released from custody.
Persons potentially involved in corruption schemes: no information is available from open sources about potential accomplices.
Assets: in his 2024 declaration, Motsior indicated that he owns a residential building in Kozelka in joint ownership with his closest relatives.

In addition, Motsior declared two cars (an AUDI A6 and a BMW X5, which was purchased during the full-scale war), a truck, and a semi-trailer.

At the same time, his wife declared 12 more vehicles, including: a car and a truck, excavators, tractors, and an earthmoving machine.



Motsor's income for the same year was 553,893 UAH, and his wife's was 171,636 UAH.


The official declared 500,000 UAH and 30,000 dollars in cash.

Persons who should have reacted: law enforcement agencies responded to Motsior's criminal activities in a timely manner, charging him with suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
