Position: First Deputy Director of the Department of Urban Planning and Architecture of the Ivano-Frankivsk City Council, Chief Architect of the city. Sphere of corrupt activity: construction. Region of corrupt activity: Ivano-Frankivsk. Qualification: actions are qualified under Part 3 of Article 368 of the Criminal Code of Ukraine. Status: at large, released from the pre-trial detention center on bail. Story of the case: On May 26, 2026, three high-ranking officials were exposed in Ivano-Frankivsk who were making money on permitting documentation for developers. The Prosecutor General of Ukraine Ruslan Kravchenko reported on the exposure of the scheme.

According to him, officials of the Ivano-Frankivsk City Council, together with the head of a specialized utility company, turned the issuance of permits into a "paid service" for entrepreneurs and developers.

The scheme was organized by an official of the Department of Urban Planning and Architecture - the chief architect of the city, an official of the Department for State Architectural and Construction Control, and the director of the CP, which is engaged in the development of urban planning, design, and land management documentation in Ivano-Frankivsk.

It is known that the position of the chief architect of Ivano-Frankivsk is occupied by Ihor Musilovsky. The Ivano-Frankivsk regional prosecutor's office specified that the second suspect is the head of the state architectural and construction control department. This position is occupied by Oleh Semkiv. The website "Galka" reported the name of the third suspect - this is the director of the KP "Architectural and Planning Bureau" (APB-IF) Hryhoriy Kachan.

City council officials acted as direct organizers and executors of the necessary decisions. The director of the utility company played the role of the main contact point and facilitator, he personally met with "clients", announced the established "fees", convinced applicants of the inevitability of payment and directly collected cash.

The Prosecutor General pointed out that the participants in the scheme took money from businessmen twice: for issuing urban planning conditions and restrictions on the development of land plots, as well as for adopting decisions on registering notifications of the start of construction work. In addition, they guaranteed entrepreneurs assistance in the further registration of leased communal land under real estate objects into private ownership.

The facts of their criminal activity are clearly documented, in particular, the extortion and receipt of bribes worth $26,000: $10,000 from a local businesswoman for construction passports for three plots, $5,000 from a representative of a chain of construction supermarkets for urban planning conditions and restrictions for one plot, as well as two tranches of $8,000 and $3,000 from a construction company for similar permits and registration of the start of construction.

All three participants in the scheme were detained. They were informed of suspicion of receiving unlawful benefit (Part 3 of Article 368 of the Criminal Code of Ukraine). In addition, the director of the CP was charged with aiding and abetting the specified crime. A petition to the court is being prepared to appoint a preventive measure in the form of detention for all three.

On May 28, the Ivano-Frankivsk City Court sentenced three officials suspected of corruption in the construction sector to preventive measures. The court sentenced the director of the municipal enterprise "Architectural and Planning Bureau" Hryhoriy Kachan, the chief architect of Ivano-Frankivsk Ihor Musilovskyi, and the director of the city department of state architectural and construction control Oleh Semkiv to 60 days in custody with the possibility of bail.

The judge decided to apply a preventive measure to the suspect Hryhoriy Kachan - detention until July 23, 2026 with the possibility of posting bail in the amount of 5 million hryvnias. The court also decided to keep Ihor Musilovsky in custody until July 23, 2026, including the possibility of posting bail in the amount of 2 million hryvnias. Later, a preventive measure was chosen for the director of the Department for State Architectural and Construction Control, Oleg Semkiv: the judge ordered the suspect to be detained for up to 60 days with the possibility of posting bail in the amount of 5 million 200 thousand hryvnias. The officials were taken into custody in the courtroom.

On June 1, the chief architect of Ivano-Frankivsk, Ihor Musilovsky, was released from pre-trial detention after posting 2 million hryvnia bail.

Later, on June 3, the head of the Department of State Architectural and Construction Control of the Ivano-Frankivsk City Council, Oleh Semkiv, also left the pre-trial detention center after posting bail of 5 million 200 thousand hryvnias.

At the same time, as is known, Hryhoriy Kachan still remains in custody. Persons potentially involved in the corruption schemes: in addition to Musilovsky, the scheme also involves the head of the State Architectural and Construction Control Department, Oleg Semkiv, and the director of the Architectural and Planning Bureau (APB-IF), Hryhoriy Kachan.

Assets: in the declaration for 2025, Ihor Musilovsky indicated a residential building of 235 m2 in the village of Cherniyiv near Frankivsk. Also in Cherniyiv, Musilovsky declared a plot of land with an area of ​​1,000 m2 and a value of 200 thousand UAH, which the official acquired at the same time as the house. Ihor Musilovsky also declared his son's expenses. In 2025, Musilovsky's son Mykhailo purchased a garage in Frankivsk for 87 thousand UAH and a non-residential building with an area of ​​19 m2 and a value of 220 thousand UAH.

As for transport, Igor Musilovsky declared only a 1993 ZAZ "Tavria", a trailer, and two inexpensive motorcycles and a moped.

As for income, Musilovsky declared UAH 496,000 in salary at the Department of Architecture and Urban Planning of the Ivano-Frankivsk City Council, and his wife Tetyana declared UAH 377,000 in salary at the regional perinatal center. Ihor Musilovsky received another UAH 283,000 in pensions. His son Myikhalo, who is registered as an individual entrepreneur with the qualification “retail trade of food products,” declared UAH 994,000 in income.

Ihor Musilovsky had UAH 379,000 in his bank account, another UAH 337,000 and $14,000 in cash held by the official. His son had USD 9,000 in cash.

Persons who should have reacted: law enforcement agencies responded to the criminal scheme in a timely manner, handing over suspicions to all its participants. Scandals: as journalists reported back in 2020, while serving as the head of the DABI Department in the Ivano-Frankivsk region, "Musilovsky and Co. have implemented nothing but a "European service", which allows them to build production facilities with the lowest class of consequences of SS1 in an extremely short time and, most importantly, to put them into operation."

This concerns, in particular, the construction of a medical and diagnostic center with residential premises on Bandera Square in the town of Zabolotiv. The customer for the work was an individual, and the building itself was allegedly erected in less than a month: the start of construction was 02/19/20, the date of commissioning was 03/13/2020. Moreover, the register of urban planning conditions and restrictions does not contain information on obtaining initial data for the specified facility.

Another example is the construction of a quick-freezing workshop for agricultural products in the village of Tyshkivtsi, Horodenkivskyi district, Ivano-Frankivsk region. According to documents, the facility, commissioned by the Eco Berry farm, was built in 20 days: from November 8 to 27, 2019.

But even this is not a record: as journalists report, in one of the documented cases, between obtaining permission for the reconstruction of the facility and its commissioning, three days passed.

The register of court decisions contains information on a significant number of court cases where the State Architectural and Construction Inspectorate in Ivano-Frankivsk region is the defendant, most of them regarding the cancellation of resolutions and orders issued by the chief control inspectors.

According to insiders, in order to "incentivize" developers to give bribes and a 100% guarantee of receiving funds, Musilovsky organized unscheduled inspections of facilities, chief inspectors compiled materials and threatened to stop construction, and the head of the Department offered to "solve the problem."
