Scandals: in mid-December, it became known that the head of the territorial service center of the Ministry of Internal Affairs from Vinnytsia region was found to have luxury apartments in resort cities in Georgia. This was reported by the National Agency for the Prevention of Corruption (NAPC) and the Assets Tracing and Management Agency (ARMA).
The agencies do not disclose who is in question. However, a source told Hromadske that the official in question is Yuriy Negay, who worked at the service center of the Ministry of Internal Affairs in Vinnytsia. His last declaration, filed in November of this year, is classified as "before dismissal."
ARMA received information that the official bought five luxury apartments in the cities of Batumi and Bakuriani during the Great War, in March 2022. The total area of the real estate objects is from 37 to 87 square meters, and their cost is from 30 to 82 thousand dollars. The total cost exceeds 7.19 million hryvnias.
According to the NACP, the official implemented a scheme to resell cars through front people from 2021 to 2023. Cars were purchased at low prices and sold at significantly higher prices, which allowed for a significant financial profit. People close to the official were also involved in this scheme. The total amount of established expenses of the official and his family for the purchase of movable and immovable property reaches almost 20 million hryvnias. The NACP indicates that they did not have legal income that could provide for such financial expenses.
This information has now been forwarded to the Prosecutor General's Office for further entry into the Unified Register of Pre-Trial Investigations under Article 368-5 of the Criminal Code of Ukraine (illicit enrichment). ARMA expects these assets to be seized, transferred to the agency's management, and further sold.
Assets: in his 2023 declaration, Yuriy Negay indicated that he owns three land plots in Vinnytsia, a residential building, an apartment in Vinnytsia, and four apartments in Georgia (three of them were purchased during the full-scale war).
The official's wife, Larisa, owns two apartments, a non-residential building, and two land plots. In addition, Yuriy Negay owns a VAZ 21213, a Kia Niro (purchased in 2024), and a Toyota Venza (purchased in 2023).
The official's income in 2023 was UAH 3,137,175, and his wife's was UAH 415,308.
Negai declared 15,000 UAH in cash, 36,947 UAH in his bank accounts, and the official also declared funds from the sale to a trustee, namely 55,000 dollars.
