The plot of the case: NABU and SAP reported the suspicion to the ex-deputy minister of energy Maksym Nemchynov and others. According to the investigation, at the end of July 2022, due to military actions, the coal market in Ukraine was limited. In order to ensure a sustainable heating season of 2022/2023, the Cabinet of Ministers obliged the state-owned enterprise "Ukrvugilya" to supply the energy carrier to certain electricity producers, in particular to the state-owned PJSC "Centrenergo".
Despite these restrictions, the beneficiary of a private company that had a contract with SE Ukrvugilya, in collusion with the ex-deputy minister of energy, persuaded the director of Ukrvugilya to sell coal to his company, which also owed more than UAH 50 million to the state-owned enterprise. As a result, Ukrvugillia supplied the private company with almost 24,000 tons of raw materials, which it resold with a surplus of almost UAH 20 million.
At the same time, Centerenergo PJSC did not receive 12.5 thousand tons of coal and was forced to buy it back in October 2022 at a much higher price, overpaying almost UAH 12 million.
In September 2024, the Appellate Chamber of the High Anti-Corruption Court applied a preventive measure in the form of a personal commitment to the former Deputy Minister of Energy, adviser to the Minister of Energy Maksym Nemchynov.
The prosecutor's appeal is partially upheld. The decision of the investigating judge of the High Anti-corruption Court dated September 4, 2024 should be annulled. To make a new resolution, which partially satisfies the request for the application of a preventive measure in the form of a bond. Apply a preventive measure in the form of a personal commitment to the suspect Maksym Oleksandrovych Nemchynov
Nemchynov was also assigned the following duties: to arrive at the first request; refrain from communicating with other suspects and witnesses.
On October 28, 2028, it became known that the High Anti-Corruption Court extended until December 26 the term of the pre-trial investigation in the case of Maksym Nemchynov, the adviser to the Minister of Energy.
Partially grant the request. Extend the period of pre-trial investigation in criminal proceedings to five months, i.e. until December 26, 2024 inclusive
Persons potentially involved in corruption schemes: former People's Deputy, former First Deputy Chairman of the Committee on Construction, Urban Development, Housing and Regional Policy of the Verkhovna Rada of Ukraine, Volodymyr Vecherko, and the ultimate owner of a private company were also informed of the suspicion - in accordance with Part 3 of Art. 27 part 2 of Art. 364 of the Criminal Code of Ukraine and the ex-director of the State Enterprise "Ukrvugilya" - Part 2 of Art. 364 of the Criminal Code of Ukraine to Vitaly Zyusyk.
Fortune: former deputy and freelance adviser to the Minister of Energy Maksym Nemchynov, who is accused of organizing a corruption scheme, bought a premium-class house for 35 million hryvnias in Lebedivka, Vyshgorod district, Kyiv region. The building is located in one of the most expensive cottage towns. This was reported by journalists of the BIHUS Info project in a new material.
It is noted that it is about the cottage town of GoodLife Park. The developer calls the houses built by him the embodiment of the ideal dream of a country house. A restaurant, a bathhouse, a fitness center, a yacht club and a heliport are available for residents. There is also a kindergarten, a club with a small hotel and a promenade. House prices start at 27 million hryvnias and end at over 41 million hryvnias.
According to journalists, during the period when the events involving the purchase and sale of coal to a private company, rather than a state one, took place, the Nemchynov family made many expensive purchases. For example, Maksym Nemchynov and his wife Olga bought new cars. In addition, the family's cash reserves have increased. So, in 2023, more than 300,000 dollars were registered in the bank and in cash with the Nemchynovys. At the same time, as reported, Olga Nemchynova lent 100,000 dollars to an unprofitable company. The family also bought a house for 35 million dollars.
Journalists said that in November 2022, Nemchynov's wife got a plot of land in Lebedivka, on which the construction of a house for 35 million hryvnias (or 800,000 dollars) began. Currently, as reported, the house of the former Deputy Minister of Energy is ready. Its area is 260 square meters.
The material states that there was no money for the house in the Nemchynovys' declaration. However, as noted in BIHUS Info, according to the declaration, Olga Nemchynova borrowed 20 million hryvnias from the former head of the Chernihiv Regional State Administration Valery Kulich.
