Assets: In his 2023 declaration, Pankov indicated that he owned a residential building, three plots of land, and a garage. In his 2024 declaration, he added that his wife uses an apartment in the city of Khmelnytskyi and owns three non-residential premises.
Also, in the declaration for 2023, the official did not indicate any vehicles. However, in the declaration for 2024, he indicated that his wife owns three cars: two Audi Q5s and an Audi Q8 (the total cost of all cars is UAH 3,396,693).
In 2023, Pankov's income was UAH 900,261, while his wife's income was hidden. In 2024, the official's income was UAH 1,048,272, and his wife's - UAH 4,153,064.
Pankov declared UAH 2,276,000 in cash as monetary assets in 2023. Already in 2024, he indicated UAH 2,317,000 in cash, and UAH 72,754 in his bank accounts.
Scandals: At the end of April 2025, the National Agency for the Prevention of Corruption (NACP) discovered a violation in the declaration of the head of the State Migration Service Department in Khmelnytskyi region, Oleg Pankov. The official did not indicate information about his wife's property worth more than UAH 27.8 million.
Pankov did not declare three cars belonging to his wife, for a total of UAH 5.07 million: Audi Q8 (2023) for UAH 2.64 million, Audi Q5 (2023) for UAH 2.43 million, and Audi Q5 (2011). At the same time, the official took the license plate from his Audi Q7 to his wife's car during the re-registration, and did not indicate the latter at all, although he paid for the service. The costs of fuel (diesel) after the sale of the Audi Q7 and the payment for the service of the Audi Q5 indicate the use of his wife's cars.
The NACP does not specify the name of the official, however, according to the analytical portal YouControl, the head of the Department of the State Migration Service of Ukraine in the Khmelnytskyi region is Oleg Pankov.
The declaration also does not reflect the wife's commercial premises located in Khmelnytskyi, where she carries out business activities in the field of retail trade in furniture and lighting accessories. The total value of this property is over UAH 22.7 million.
The official explained that he was unaware of his wife's real estate holdings or the purchase of vehicles. However, the NACP added that these allegations were refuted during the inspection.
The wife runs a business (retail furniture trade, as Owner and Founder — MASLO art space) in these premises, and Pankov made payments for goods on her account in 2023 (6 thousand UAH). Information about the property is available in the State Register of Property Rights, to which Pankov had access.
Also, spending time together at the Emily Hotel in November 2023 refutes the claim of a lack of communication.
Pankov did not declare a number of incomes, the total amount of inaccurate information is 6.23 million hryvnias. 1.86 million hryvnias from the alienation of movable property were not declared (source: Parfan Anna Vitaliyivna). 4.37 million hryvnias received from 10 people for the purchase of Audi Q8 and Q5 were not declared. Analysis of bank accounts showed that the wife did not have the financial capacity for such operations in 2021-2023.
Wife's income from entrepreneurial activity: undeclared UAH 5.32 million (according to the State Register of Individuals).
Pankov deliberately did not indicate his wife's significant assets (real estate worth UAH 22.75 million, cars worth UAH 5.07 million, income worth UAH 9.7 million, corporate rights), although he had previously declared part of this property (2016-2020). This indicates a possible intentional concealment. His wife's income from individuals (UAH 4.37 million) and entrepreneurial activity (UAH 5.33 million) is not confirmed by the financial capabilities of her bank accounts.
After a full inspection, the State Bureau of Investigation opened criminal proceedings under Part 2 of Article 366-2 of the Criminal Code of Ukraine (declaration of false information in excess of 2,000 subsistence minimums).
Associated persons: no potential accomplices are known from open sources.
Persons who must respond: NABU and SBI have already responded to Pankov's criminal activities, but now law enforcement officers must present the relevant suspicion to the official.
