Case story: in October 2022, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions to the former chief engineer of the state-owned enterprise "Olexandr Dovzhenko National Film Studio" and the former general director of a private company on suspicion of embezzlement of over UAH 4.4 million.

On September 30, 2022, NABU and SAPO reported the former chief engineer of the State Enterprise "National Film Studio named after Oleksandr Dovzhenko" and the former general director of a private company on suspicion of embezzlement of more than 4.4 million UAH. The actions of both persons are qualified under Part 5 of Article 191 of the Criminal Code of Ukraine

According to media reports from their own sources, the individuals in question were the former chief engineer of the O. Dovzhenko Film Studio, Tymofii Parkhomenko, and the former head of M.I.K. LLC, Maksym Minchuk.

The investigation established that in November 2018, the State Enterprise "O. Dovzhenko Film Studio" announced an open tender for the purchase of television and audio-visual equipment. However, before that, the CEO of the company "M.I.K." agreed with the chief engineer of the state-owned enterprise on "cooperation". Its result was the company's victory in the tender and the conclusion of an agreement with it, which did not provide for sanctions for violation of the equipment delivery deadlines.

According to the terms of the tender, the film studio equipment was to be delivered by the end of 2018. This did not happen, but the chief engineer reported something else to the management, after which the state-owned enterprise paid a private company for the equipment that it did not receive. The actual delivery took place only in April 2019 and not in full. The cost of the undelivered and paid equipment is over 4.4 million UAH. The suspect is charged with misappropriation of these funds.

In mid-October 2022, the High Anti-Corruption Court set a bail of UAH 620,250 for the former chief engineer of the state enterprise "Olexandr Dovzhenko National Feature Film Studio", Tymofiy Parkhomenko.

The NABU detective's request for the application of a preventive measure in the form of bail is partially granted. To apply to (Tymofiya Parkhomenko - ed.), who is suspected of committing criminal offenses provided for in Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine, a preventive measure in the form of bail in the amount of 250 subsistence minimums for able-bodied persons, which is UAH 620,250, which can be deposited by both the suspect himself and another individual or legal entity (pledgee) to the following deposit account of the VAKS

– the decision states.

The suspect was given the following obligations: to arrive at the first call; not to leave the settlement where his registered place of residence is located without permission; to report any change in his place of residence and work; to refrain from communicating with another suspect, as well as with witnesses, and to hand over his foreign passports for safekeeping.

Subsequently, the Appeals Chamber of the High Anti-Corruption Court reduced the bail from UAH 620,250 to UAH 372,150, with the assignment of duties to the former chief engineer of the state enterprise "National Film Studio of Feature Films named after Oleksandr Dovzhenko" Tymofii Parkhomenko.

In August 2025, the High Anti-Corruption Court found the former chief engineer of the state-owned enterprise "Olexandr Dovzhenko National Feature Film Studio" and the former director of a private company guilty of embezzlement of over UAH 4.4 million.

According to media reports, the case involved former chief engineer Timofiy Parkhomenko and former head of M.I.K. LLC, Maksym Minchuk.

On August 14, the panel of judges of the HACC passed a verdict, finding the former chief engineer of the Oleksandr Dovzhenko State Enterprise "NKHF" guilty of committing a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine. He was sentenced to imprisonment for a term of 7 years and 6 months with deprivation of the right to hold positions related to the performance of organizational and managerial or administrative and economic functions at enterprises, institutions, organizations regardless of ownership for a term of 3 years and with confiscation of ½ of the property owned by him

– informs the court.

Minchuk was found guilty of committing criminal offenses under Part 1 of Article 209 and Part 5 of Article 191 of the Criminal Code of Ukraine. He was sentenced to 8.5 years in prison with deprivation of the right to hold positions related to the performance of organizational and managerial or administrative and economic functions at enterprises, institutions, and organizations regardless of their forms of ownership for a period of 3 years and with confiscation of property.

The verdict may be appealed within 30 days from the date of its pronouncement.

At the end of September 2025, it became known that the Appeals Chamber of the High Anti-Corruption Court would consider appeals against the verdict sentencing the former chief engineer of the state-owned enterprise "National Film Studio named after Oleksandr Dovzhenko" Tymofii Parkhomenko to 7.5 years in prison and the former director of LLC "M.I.K." Maksym Minchuk to 8.5 years.

Persons potentially involved in corruption schemes: former head of M.I.K. LLC Maksym Minchuk.

Assets: There are no declarations of Parkhomenko's income in open sources.

Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Parkhomenko and Minchuk.

Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
