The plot of the case: in early November 2025, it became known that the head of the capital construction department of the Netishyn city council would be tried for embezzling 600 thousand UAH during the reconstruction of the children's creativity house. The official faces up to eight years in prison for his actions.
According to the investigation, in September 2017, the official signed a contract with the company to reconstruct the building of the city's social services center. The contractor undertook to convert the premises into a children's creativity center for UAH 29 million.
In 2020, the head of the department signed unreliable acts that overstated the amount of work performed. They became the basis for the illegal transfer of UAH 582,000 to the company's accounts.
According to the analytical portal YouControl, the head of the capital construction department of the Netishyn City Council is Yaroslav Petruk. According to the publication "Nenka Info", the department concluded an agreement with LLC "Atommontazhservice", whose director is Serhiy Voznyuk.
The official has already been removed from his position. He is charged with large-scale embezzlement of budget funds and official forgery (Part 4 of Article 191, Part 2 of Article 366 of the Criminal Code of Ukraine). Such crimes are punishable by up to eight years in prison.
As the media adds, the history of this scandalous construction project has stretched over seven years and resembles a detective story with unexpected plot twists.
Back in 2017, the Capital Construction Department under Petruk concluded an agreement with Atommontazhservice LLC for the reconstruction of the building of the social services center for youth into an after-school educational institution at 8 Kurchatov Avenue for the amount of 29.7 million hryvnias.
However, in 2023, when the previous contract was never fulfilled, officials decided to "restart" and announced a new tender for the construction of the Children's Creativity Center for 40 million hryvnias, as reported on the ProZorro website.
An interesting chain of possible connections is being traced. It is noteworthy that the director and owner of the contractor company Atommontazhservice LLC, according to Opendatabot, is Serhiy Voznyuk.
This businessman and part-time local millionaire deputy, according to media reports, is probably the godfather of the scandalous mayor of Netishyn, Oleksandr Suprunyuk, and former tax collector from Volyn, Ihor Singayevsky.
In the city, Yaroslav Petruk is unofficially called the "wallet" of Mayor Suprunyuk, who himself recently received suspicion in the case of embezzling 20 million hryvnias for the purchase of drones for the Armed Forces of Ukraine.
However, the case with the Center for Children's Creativity is not the first "creative achievement" of the Ukrainian Children's Library under Petruk's leadership.
The department is already involved in a high-profile case of misappropriation of budget funds for the construction of a school shelter. In December 2023, the ceiling in this shelter began to leak, and part of the work that the UCB was supposed to perform somehow fell on the shoulders of teachers and employees of the educational institution, as StopKor reported in a journalistic investigation.
Persons potentially involved in corruption schemes: director and owner of the contractor company Atommontazhservice LLC, Serhiy Voznyuk.
Assets: Petruk did not indicate any real estate in his 2024 declaration. However, in the uncorrected declaration, he indicated that he owned a plot of land.
He declared a MMVZ motorcycle and a Honda Tact moped as vehicles.
Petruk's income for the same year was 947,604 UAH.
He declared 195,000 UAH and 40,000 dollars in cash.
Persons who should have reacted: law enforcement agencies responded to the criminal activity in a timely manner, handing Petruk a charge of suspicion.
Scandals: as journalists note, in 2024, law enforcement officers exposed and detained a resident of Netishyn who allegedly wanted to hire an executor to organize a contract beating. The victim of the attack was supposed to be the village headman in the Khmelnytskyi region, and the asking price was $2,500.
The organizer of the contract crime had been on bad terms with the victim for a long time, and in November last year he wanted to mutilate the man. He decided to carry out his plan with the help of others, and offered a considerable sum of money for the "work" - 2,500 US dollars. Among the demands made on the perpetrator were mutilation of the victim's genitals and his being in a wheelchair. After the perpetrator was given the second part of the funds, the organizer was detained by law enforcement officers
As the media learned from their own sources in law enforcement agencies, this may be Yaroslav Petruk, director of the Criminal Investigation Department of the Executive Committee of the Netishyn City Council.
