The plot of the case: Serhiy Pysko, an inspector at the Nyzhankovichi customs post, was detained for organizing a scheme to illegally cross the border. His clients crossed the border using the passports of deceased pensioners, in particular, the customs officer used the passport of his deceased father.
The State Bureau of Investigation and the Prosecutor General's Office reported the discovery of the scheme on February 17. According to law enforcement, at least three men, including a serviceman in the North-West Frontier Province, illegally crossed the border with Poland through the Nyzhankovychi-Malkhovice checkpoint. The scheme was organized by a 41-year-old customs inspector, involving a 23-year-old border guard inspector from the Volyn region, and a 42-year-old acquaintance from the Lviv region, who drove men of draft age to the checkpoint in his own car.
During the border crossing, the participants in the scheme swapped the clients' passports for those of pensioners, in particular, the customs officer used the passport of his 70-year-old deceased father, as well as the passport of the driver's 77-year-old relative. The cost of the ferrymen's services was $15,000 per person.
Law enforcement officers are not disclosing the names of the detainees, but investigative journalist Taras Seredych reported that the organizer of the scheme is customs officer Serhiy Pysko. ZAXID.NET was able to confirm this information. He is an inspector of the customs clearance department No. 2 of the Nyzhankovychi customs post.
The NACP website published Serhiy Pysko's income declaration, according to which in 2024 his official annual income was UAH 258,000, and he also indicated $10,000 in savings. Serhiy Pysko did not indicate where he and his family live (own, rented housing or right of use), but noted that he has a land plot in the village of Gostintsevo near Mostysk. The customs officer's wife, Yulia, owns three land plots in Sokilnyky. The customs officer's wife did not indicate any income or savings in 2024.
Serhiy Pysko has been the owner of a 2019 Audi e-tron since December 2023, with a declared value of only UAH 50,000. On specialized car sales websites, the cost of such a car is from one million hryvnias. The customs officer's wife, Yulia, has been driving a BMW X5 (2017), with a declared value of UAH 815,000, since October 2022.
The participants in the scheme were notified of suspicion under Part 3 of Article 332 of the Criminal Code of Ukraine. At the request of the prosecutor's office, the court chose preventive measures: for the customs officer and the civil accomplice - detention with the possibility of bail of over 1.6 million UAH and over 800 thousand UAH, respectively. The customs officer was also removed from his position. The issue of a preventive measure is being resolved regarding the border guard. Later, it became known that the customs officer was dismissed .

Assets: in the declaration for 01.01.2026 - 02.03.2026, Pysko indicated the following real estate objects: Land plot in the village of Gostintsevo, Yavoriv district, Lviv region, with an area of 1500 m², acquired on 05.27.2011 — owner Pysko Serhiy Ivanovych. Land plot in the village of Sokilnyky, Lviv district, Lviv region, with an area of 2591 m², acquired on 12.27.2017 — owner Pysko Yuliya Yuriivna. Land plot in the village of Sokilnyky, Lviv district, Lviv region, with an area of 744 m², acquired on 12.27.2017 — owner Pysko Yuliya Yuriivna. A plot of land in the village of Sokilnyky, Lviv district, Lviv region, with an area of 2015 m², acquired on 05/04/2018 — owner: Yuliya Yuriivna Pysko.
He also declared a residential building with an area of 394.9 m² in the village of Sokilnyky, Lviv district, Lviv region - an unfinished construction object, not put into operation. Pysko Serhiy Ivanovych, his wife Pysko Yuliya Yuriivna, daughter Pysko Anna Serhiivna and son Pysko Maksym Serhiyovych have another right of use. The owner of the object and land plot is Mayboroda Yuriy. In addition, Pysko indicated a passenger car AUDI E-TRON, year of manufacture 2019, acquired on 14.12.2023, cost 50,000 UAH - the owner is Pysko Serhiy Ivanovych.
In his declaration, Serhiy Ivanovich Pysko indicated the following income: UAH 39,604 in salary (cash benefits) received at the Lviv Customs. His wife Yulia Yuriivna Pysko also declared UAH 12,869 in salary (cash benefits) received at the Ivan Bobersky Lviv State University of Physical Culture, and UAH 70,264 in income from entrepreneurial activity.
Pisco declared $10,000 in cash. In addition, his wife, Yulia Yuryevna Pisco, declared $20,000 in cash.
