Case story: On April 17, 2025, officers of the Security Service and the National Police handed over a suspect to the Deputy Head of the Kyiv City State Administration (KCSA), Volodymyr Prokopiv. He is accused of organizing a scheme to illegally transport conscripts to Europe.
The official gave instructions to enter the personal data of those liable for military service into the "Shlyakh" information system as volunteers cooperating with an affiliated Odessa company
As the SBU said, according to the documents, they traveled to the EU in heavy trucks of this company, allegedly for new batches of food aid from Ukraine's international partners.
But in fact, according to the investigation, the suspects used foreign flights to escape abroad, and only full-time employees of the Odessa company returned with commercial cargo for sale.
In this way, from May to June 2022, the official smuggled more than 30 potential conscripts out of Ukraine, the SSU calculated.
The Deputy Head of the Kyiv City State Administration was charged with two articles of the Criminal Code:
● Part 2 of Article 332 (illegal smuggling of persons across the state border of Ukraine, committed by an official using his official position);
● Part 1, Part 3 of Article 362 (unauthorized actions with information processed in electronic computers, automated systems, computer networks or stored on media of such information, committed by a person who has the right to access it).
Later, law enforcement agencies reported on the details of the case. According to law enforcement officials, the official helped conscripts leave Ukraine for European countries under the guise of fuel truck drivers from a commercial enterprise. They were allegedly supposed to deliver diesel fuel for the Armed Forces of Ukraine and humanitarian needs in Kyiv.
As the investigation established, at Prokopiv's direction, only from May to June 2022, information was entered into the "Shlyakh" information system about 31 men of draft age who, without having legal grounds, left Ukraine.
Law enforcement officers learned that the Odesa company, on whose behalf letters were provided for approval of travel abroad, did not have vehicles or a license to conduct business activities, and its "employees" did not have driver's licenses of the appropriate category, or they were not employed at all.
The information was entered into the "Shlyakh" system based on dubious letters from the specified enterprise, which were not registered with the Kyiv City State Administration in accordance with the established procedure. There was also no corresponding decision of the Kyiv City Military Administration on granting permission to travel outside Ukraine.
Subsequently, Prokopiv was placed on a preventive measure — 24-hour house arrest for two months.
The court chose a preventive measure for the deputy head of the Kyiv City State Administration - 24-hour house arrest for 60 days. At the same time, he must wear a monitoring device - an electronic bracelet. The court also refused the people's deputies who wanted to take the official on bail.
It seems to me that the decision was made long before the court hearing. It is advantageous that I was not in the plenary session hall, but at home. We will file an appeal
Individuals potentially involved in corruption schemes: an investigation is underway to bring all participants in the criminal scheme to justice.
Wealth: the combined income of Kyiv City Council deputy and deputy head of the Kyiv City State Administration Volodymyr Prokopiv and his wife almost doubled in a year.
In 2024, the couple declared over 20 million UAH. Prokopiv significantly increased his earnings, in particular by selling assets and increasing his salary in the administration. The politician's total income during the year amounted to 11.45 million UAH, since in addition to his salary, he declared 10.23 million UAH in income from the alienation of securities and corporate rights, and 82.34 thousand UAH in interest on bank deposits. Last year, he received 1.13 million UAH from the Kyiv City State Administration, and in 2023 his salary was 600.93 thousand UAH.
Meanwhile, his wife Vira, who is in Germany as a refugee, contributed UAH 8.66 million to the family coffers. This included earnings from entrepreneurial activity – UAH 3.78 million, salaries from the German Outpatient Care Service – UAH 1.98 million, income from the alienation of real estate – UAH 1.85 million, dividends – UAH 533.44 thousand, as well as assistance to refugees from the German federal agency – UAH 326.23 thousand.



In 2024, Volodymyr Prokopiv had 401.77 thousand UAH, $110 thousand, 8.34 thousand euros in bank accounts, and also had 100 thousand UAH, 11 thousand euros, and $2 thousand in cash. His wife kept 646.85 thousand UAH, $59.36, and 23.34 thousand euros in accounts, and 100 thousand UAH and $11 thousand in cash.





Volodymyr Prokopiv declared many real estate properties: a residential building in Ivano-Frankivsk with an area of 144.10 sq.m., a garage, a barn, a summer kitchen, a column, a fence and a toilet, as well as a land plot with an area of 613 sq. m., of which he owns 50%, and an office that belongs to him by a third. In the capital, Volodymyr Prokopiv is the owner of a residential building with an area of 598.60 sq. m., where he is registered together with his family, as well as a land plot under it - with an area of 1370 sq. m.
The wife declared an apartment in Germany, where she and her children live for free. In addition, she owns a group of non-residential premises in the capital with a total area of almost 600 sq. m, as well as an apartment in the capital of over 100 sq. m, which is currently under construction.
Persons who should have reacted: the NACP, the State Bureau of Investigation, and the NABU should have paid attention to Prokopiv's activities even earlier.
Scandals: back in October 2024, Kyiv Mayor Vitali Klitschko temporarily suspended Volodymyr Prokopiv from performing his duties as Deputy Head of the Kyiv City State Administration for Local Government Powers
This happened after an investigation by Bihus.Info journalists into a number of real estate properties belonging to the official's family and friends. Prokopiv himself wrote a resignation letter.
Thus, in 2024, journalists from "Bihus.info" found out that Prokopiv's family, during his tenure as deputy head of the Kyiv City State Administration, purchased a significant amount of real estate in Kyiv, including apartments and commercial premises.
According to investigators, some of the assets were purchased at below-market value. In addition, companies associated with the Prokopiv family invested in the construction of residential complexes, even during the full-scale invasion.
According to Bihus.Info journalists, in 2015, the company "VP SERVICE" LLC was registered under the name of Prokopov's father-in-law, Andriy Shturmay. Subsequently, an apartment and offices totaling about 600 sq m were registered under this company in various districts of the capital. In 2020, the company also purchased 150 sq m in the Tetris Hall residential complex in the center.
At the same time, during the period when the company was registered for the father-in-law, he did not have any other business - instead, according to the editorial office's sources, he received a pittance in JSC "Ivanofrankivskgaz". According to Prokopov himself, the father-in-law has been working abroad for many years as a "hired employee" in the construction sector. Klitschko's deputy did not want to specify what exactly he does, but admitted that the father-in-law does not have any business abroad
It is also noted that Prokopov's mother-in-law, Stella Shturmay, became the owner of a private house in the cottage town "Nova Khodosivka". Its area is about 190 sq m, and the estimated market value as of the date of purchase is from 180 thousand dollars.
The mother-in-law's last known position is deputy for educational and production work at Art School No. 3 in Ivano-Frankivsk. She worked there until 2018 with a salary of no more than 20 thousand hryvnias per month
His wife Vira also owns real estate. In particular, LLC "VP GROUP" is registered under her name. On the second day of the full-scale invasion in 2022, the company contributed funds to the construction of the residential complex "Signecher", currently the most expensive complex in the entire capital.
It is a one-room apartment with an area of 70 sq.m. At that time, the residential complex was still unfinished, so officially the company bought out the rights from the previous investor. According to Prokopov, he was traveling abroad and was very eager to buy out the property. He turned out to be Prokopov's friend, Andriy Stetsenko.
The woman also has a commercial space in the Teremky residential complex and a three-room apartment in the Happy House residential complex. This spring, Vira Prokopiva purchased a 70 sq m commercial space in the Metropol residential complex in the city center.
According to Klitschko's deputy, it's for UAH 3 million. That is, less than $1,000/square meter, although currently a commercial meter in this residential complex is sold for a price of $2,000 or more. Prokopiv himself claims that he is an expert in real estate and simply knows how to bargain properly.
So, after the investigation, Klitschko temporarily suspended Prokopiv from his position and called on law enforcement officers to check the activities of his deputy.
