The plot of the case: on February 7, 2024, the Security Service of Ukraine exposed Yury Protsiv, a deputy of the Kaluska District Council of the Ivano-Frankivsk Region, who helped the petitioners obtain a temporary certificate of conscript and a certificate of the VLK on temporary unfitness for military service.
The deputy involved an acquaintance of his, a resident of the city of Bolekhiv, in the scheme. For $7,000, they helped obtain documents that give conscripts the right to travel abroad.
In particular, the person involved together with an acquaintance helped to obtain a temporary certificate of conscript and a certificate of the VLK on temporary unfitness for military service. The SBU documented the receipt by an accomplice of the deputy of an advance from a conscript in the amount of 2,000 dollars. And she also detained the deputy while handing over a ready-made package of documents to the "client" and receiving $5,000 in payment for it.
For the illegal transportation of persons across the state border of Ukraine, the detainees were notified of suspicion and a preventive measure was chosen in the form of detention with the possibility of posting bail.
On February 13, Protsiv paid the bail set by the Ivano-Frankivsk City Court in the amount of 242,240 hryvnias and was released from custody.
In July 2024, the Dolyna District Court of the Ivano-Frankivsk Region sentenced Yury Protsiv. The deputy entered into a plea agreement with the prosecutor and the court fined him UAH 136,000.
Persons potentially involved in the corruption scheme: in addition to Yury Protsiv himself, his acquaintance, a resident of the city of Bolekhiv, whose last name is not publicly available, is also involved in the scheme.
