The plot of the case: in April 2024, the Security Service of Ukraine, in cooperation with the detectives of the National Anti-Corruption Bureau, informed the former head of the Department of Economic Support of the SBU Oleksandr Provotorov and his first deputy of the suspicion of embezzlement of UAH 26 million for the purchase of fuel for the needs of the service in 2022.
According to the investigation, the former head of the Department of Economic Support of the SBU and his first deputy organized the purchase of fuel and lubricants at artificially inflated prices through a number of controlled companies. At the same time, they entered unreliable information into the financial and economic and reporting documentation. As a result, more than UAH 26 million in damages were caused. The actions of ex-officials are qualified under part 5 of Art. 191 and Part 1 of Art. 114-1 of the Criminal Code of Ukraine.
The SBU said that according to the version of the investigation, those involved organized the purchase of fuel and lubricants for official cars and armored vehicles of the SBU at artificially inflated prices. For this, ex-officials involved several controlled commercial structures from Kyiv, which are engaged in the trade of oil products. In order to realize the devices, they entered unreliable information into the financial and economic and reporting documentation.
The Prosecutor General's Office added that cash, mobile phones, computer equipment and documents with evidence of criminal activity were found during searches of the residences of ex-SBU officials.
On April 11, the High Anti-Corruption Court arrested ex-SBU official Oleksandr Provotorov together with his deputy.
The investigative judge of the Higher Anti-Corruption Court imposed a preventive measure in the form of detention for 60 days on the ex-head of the Department of Economic Support of the SBU. As an alternative, a pledge of 3 million hryvnias was determined.
However, on April 24, the appeals chamber of the High Anti-Corruption Court increased the bail of the former head of the Department of Economic Support of the SBU to UAH 12 million, and his ex-deputy was arrested.
Persons potentially involved in the corruption scheme: Andriy Koval, former first deputy head of the Department of Economic Support of the SBU.

Persons who should have responded to corruption schemes: law enforcement officers responded in time to the criminal activities of Oleksandr Provotorov. In particular, the NABU, the SBU and the Prosecutor General's Office are handling the case.
Scandals: in July 2021, an extraordinary incident occurred at the Kyiv railway station on July 1. Oleksandr Provotorov, head of the Department of Economic Support of the SBU, allegedly broke a window in a train car. Because of this, the railway workers called the police.
The law enforcement officers tried to detain the troublemaker. However, he resisted and was rude to the patrolmen.
