The plot of the case: according to the investigation, in 2010-2012, Salamatin and the former CEO of Ukrspetsexport Peregudov organized the unfounded preparation of documents about alleged assistance in the export of weapons and military equipment to Kazakhstan to a company registered in the UAE.
The basis for the transfer of remuneration to the agent was allegedly his assistance in attracting a foreign customer and concluding a foreign economic agreement with him for the production of special-purpose products manufactured by one of the domestic enterprises.
In fact, all agreements regarding the conclusion of the agreement and further contacts regarding the fulfillment of its terms were carried out directly between the Ukrainian side and the customer, without the involvement of any third parties. As a result, the “agent” was illegally transferred more than $23.9 million.
In 2021, the High Anti-Corruption Court arrested in absentia the former Minister of Defense, former General Director of the state-owned company Ukrspetsexport, Dmytro Salamatin.
In March 2025, the High Anti-Corruption Court assigned the case against former Defense Minister Dmytro Salamatin and former General Director of the state-owned company Ukrspetsexport Dmytro Peregudov to consider.
To schedule a trial of the criminal proceedings on the charges (of Salamatin and Peregudov – ed.) of committing a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine in an open court session in the premises of the High Anti-Corruption Court on April 2, 2025 at 11:00 a.m.
Persons potentially involved in corruption schemes: former General Director of the state-owned company Ukrspetsexport Dmytro Peregudov.
Assets: Saomatin's declaration is missing from the NACP Register.
Persons who should have reacted: in the case of Salamatin, law enforcement officers reacted, however, he still remains at large.
Scandals: In 2010, during the biggest fight in parliament between the BYuT and Party of Regions factions, Dmytro Salamatin threw chairs at his opponents and even broke the nose of one of the deputies. The new Minister of Defense also “lit up” in another scandal, which also involved a chair. In his office, he beat Yuriy Kiselyov, the director of the Termoholod plant, with a chair.
