The plot of the case: in early June 2026, law enforcement officers exposed the medical director of one of the Lutsk hospitals and his accomplice in bribery. The suspects took $1,800 from patients for assistance in obtaining a disability group.
According to the investigation, the hospital's medical director, who was part of an expert team assessing a person's daily functioning, organized a scheme with a doctor from another medical facility. They offered patients assistance in obtaining disability benefits in exchange for a monetary reward.
For $1,800, the suspects promised not only a positive decision, but also the preparation of the necessary medical documents. The accomplices were detained on June 5 after receiving money from a man who was diagnosed with the second group of disability.
According to the investigative journalism center "Power of Truth", the case involves the medical director and head of the cardiology center of the Volyn Regional Clinical Hospital, Serhiy Salamatin.
The medical director was informed of suspicion of extortion and receiving unlawful benefit (Part 3 of Article 368 of the Criminal Code of Ukraine). His accomplice is charged with aiding and abetting in the commission of this crime (Part 5 of Article 27, Part 3 of Article 368 of the Criminal Code of Ukraine). The sanction of the article provides for five to ten years of imprisonment.
Law enforcement officers are currently preparing a motion to impose preventive measures on the suspects. They are also investigating the possible involvement of other medical facility employees in the scheme.
Persons potentially involved in corruption schemes: in addition to Salamatin, a doctor from another medical institution is also involved in the scheme, but his name is not disclosed.
Assets: In his 2026 declaration, Salamatin indicated that he owns three land plots, an apartment in Lutsk, an office and a garden house, and also owns an apartment in Kyiv in joint ownership with a relative. He also declared another summer house as an object of unfinished construction.
Salamatin also declared a Ford car worth UAH 302,990.
Salamatin's income for 2025 was UAH 1,020,399.
He declared 200,000 UAH, 23,000 USD, and 10,000 EUR in cash. His bank accounts contain 1,500,000 UAH, 340 USD, and 350 EUR.
Persons who should have reacted: law enforcement agencies responded to the criminal scheme in a timely manner, handing each of its participants a suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
