Case story: On August 5, 2025, the Specialized Anti-Corruption Prosecutor's Office reported suspicions of a judge of the City District Court of Dnipropetrovsk Oblast in receiving illegal benefits. The National Anti-Corruption Bureau had previously exposed him for this.
According to media reports, this is about the judge of the Pavlohrad City District Court of the Dnipropetrovsk region, Oleksandr Shcherbyna.
On August 4, 2025, on the instructions of the head of the SAPO, the prosecutor reported suspicion of receiving illegal benefits from a judge of the City District Court of Dnipropetrovsk region. His actions were qualified under Part 3 of Article 368 of the Criminal Code of Ukraine.
According to NABU, the judge promised to acquit the person whose case was under consideration in exchange for the agreed-upon money. It should be noted that after receiving the money, the judge made the appropriate decision. The investigation is ongoing.
Subsequently, the High Anti-Corruption Court applied a preventive measure in the form of a bail of UAH 242,240 with the assignment of duties to the judge of the Pavlohrad City District Court of the Dnipropetrovsk region, Oleksandr Shcherbina.
A detective from the National Anti-Corruption Bureau requested that Shcherby be granted bail of UAH 1.01 million. However, the investigating judge partially supported the request.
The petition is partially granted. To apply to the suspect (Shcherbina) a preventive measure in the form of a bail in the amount of 80 subsistence minimums for able-bodied persons, which is UAH 242,240.
The suspect judge was also given the following obligations: to appear upon first request; not to leave the Dnipropetrovsk region without permission; to report any change in his place of residence and/or place of work; and to refrain from communicating with a witness in criminal proceedings.
At the end of August, the High Council of Justice suspended until October 4 the judge of the Pavlohrad City District Court of the Dnipropetrovsk region, Oleksandr Shcherbyna, from administering justice.
The High Council of Justice decided: to partially satisfy the petition of the Deputy Prosecutor General - Head of the Specialized Anti-Corruption Prosecutor's Office Klymenko Oleksandr Vasylovych. To temporarily suspend until October 4 the judge of the Pavlohrad City District Court of the Dnipropetrovsk region, Shcherbyna Oleksandr Oleksandrovich, from administering justice in connection with being brought to criminal liability
Persons potentially involved in corruption schemes: no information is available from open sources about potential accomplices.
Assets: in his 2024 declaration, Shcherbyna indicated that he has the right to live in an apartment in Pavlohrad. However, he does not own any real estate.

In addition, the official has an oral authorization to use a Fiat Punto car that belongs to his relative.

Shcherbyna's income for this year was UAH 1,611,656. He declared UAH 112,200 and $12,000 in cash.

Persons who should have reacted: law enforcement agencies responded to Shcherbyna's criminal activities in a timely manner, charging him with suspicion.
Scandals: Before the corruption scheme, Shcherbyna was not seen as a figure in other scandals.
