According to NABU, in 2020-2022, the owner of a group of companies, in collusion with the leadership of the State Intelligence Service, developed a scheme to seize budget funds allocated for the purchase of equipment and software.
NABU noted that two controlled companies were involved for this, and the procurement was classified in order to avoid open bidding and ensure their victory. With these companies, the state-owned enterprise "Ukrainian special systems" subordinated to the State Special Communications Service concluded contracts for the supply of relevant software and services and transferred funds in the amount of over UAH 285 million in 2021-2022.
However, the real value of the software that the company purchased from a foreign manufacturer was UAH 223 million, and the crime participants took possession of the difference of more than UAH 62 million. These funds were transferred to the accounts of controlled companies abroad for the purpose of legalization and distribution among the members of the organized group.
The suspects in the case are six people, in particular Yuriy Shchygol and his deputy, the general director and an employee of the state enterprise, the owner of a group of companies (the organizer of the scheme) and one of his employees.
Their actions were qualified under Part 5 of Art. 191 of the Criminal Code of Ukraine (appropriation, embezzlement of property or possession of it by abuse of official position). The extras were threatened with deprivation of liberty for a term of 7 to 12 years, with deprivation of the right to hold positions or engage in certain activities for a term of up to three years, and with confiscation of property.

In 2022, after the beginning of the war, members of the organized group continued their malicious activities. Through another controlled company, they implemented an almost identical scheme for updating the information system.
Moreover, Schigol also negotiated an unspecified special exchange for a package of pennies in foreign currency. The weight of one of these packages, according to the head of the Government, amounted to 22 kilograms.
