Case story: On May 26, 2026, three high-ranking officials were exposed in Ivano-Frankivsk who were making money from permitting documentation for developers. The discovery of the scheme was announced by the Prosecutor General of Ukraine, Ruslan Kravchenko.
According to him, officials of the Ivano-Frankivsk City Council, together with the head of a specialized utility company, turned the issuance of permits into a "paid service" for entrepreneurs and developers.
The scheme was organized by an official of the Department of Urban Planning and Architecture - the chief architect of the city, an official of the Department for State Architectural and Construction Control, and the director of the CP, which is engaged in the development of urban planning, design, and land management documentation in Ivano-Frankivsk.
It is known that the position of the chief architect of Ivano-Frankivsk is occupied by Ihor Musilovsky. The Ivano-Frankivsk regional prosecutor's office specified that the second suspect is the head of the state architectural and construction control department. This position is occupied by Oleh Semkiv. The website "Galka" reported the name of the third suspect - this is the director of the KP "Architectural and Planning Bureau" (APB-IF) Hryhoriy Kachan.
City council officials acted as direct organizers and executors of the necessary decisions. The director of the utility company played the role of the main contact point and facilitator, he personally met with "clients", announced the established "fees", convinced applicants of the inevitability of payment and directly collected cash.
The Prosecutor General pointed out that the participants in the scheme took money from businessmen twice: for issuing urban planning conditions and restrictions on the development of land plots, as well as for adopting decisions on registering notifications of the start of construction work. In addition, they guaranteed entrepreneurs assistance in the further registration of leased communal land under real estate objects into private ownership.
The facts of their criminal activity are clearly documented, in particular, the extortion and receipt of bribes worth $26,000: $10,000 from a local businesswoman for construction passports for three plots, $5,000 from a representative of a chain of construction supermarkets for urban planning conditions and restrictions for one plot, as well as two tranches of $8,000 and $3,000 from a construction company for similar permits and registration of the start of construction.
All three participants in the scheme were detained. They were informed of suspicion of receiving unlawful benefit (Part 3 of Article 368 of the Criminal Code of Ukraine). In addition, the director of the CP was charged with aiding and abetting the specified crime. A petition to the court is being prepared to appoint a preventive measure in the form of detention for all three.
On May 28, the Ivano-Frankivsk City Court sentenced three officials suspected of corruption in the construction sector to preventive measures. The court sentenced the director of the municipal enterprise "Architectural and Planning Bureau" Hryhoriy Kachan, the chief architect of Ivano-Frankivsk Ihor Musilovskyi, and the director of the city department of state architectural and construction control Oleh Semkiv to 60 days in custody with the possibility of bail.
The judge decided to apply a preventive measure to the suspect Hryhoriy Kachan - detention until July 23, 2026 with the possibility of posting bail in the amount of 5 million hryvnias. The court also decided to keep Ihor Musilovsky in custody until July 23, 2026, including the possibility of posting bail in the amount of 2 million hryvnias. Later, a preventive measure was chosen for the director of the Department for State Architectural and Construction Control, Oleg Semkiv: the judge ordered the suspect to be detained for up to 60 days with the possibility of posting bail in the amount of 5 million 200 thousand hryvnias. The officials were taken into custody in the courtroom.
On June 1, the chief architect of Ivano-Frankivsk, Ihor Musilovsky, was released from pre-trial detention after posting 2 million hryvnia bail.
Later, on June 3, the head of the Department of State Architectural and Construction Control of the Ivano-Frankivsk City Council, Oleh Semkiv, also left the pre-trial detention center after posting bail of 5 million 200 thousand hryvnias.
At the same time, as is known, Hryhoriy Kachan still remains in custody.
Persons potentially involved in corruption schemes: in addition to Semkiv, the scheme also involves the first deputy director of the Department of Urban Planning and Architecture of the Ivano-Frankivsk City Council, the chief architect of the city, Ihor Musilovsky, and the director of the KP "Architectural and Planning Bureau" (APB-IF), Hryhoriy Kachan.
Assets: in the declaration for 2025, Semkiv indicated a number of apartments in Ivano-Frankivsk. The couple has jointly owned an apartment of 54 m2 since 2007. In March 2025, Oleg Semkiv became the owner of three apartments in the regional center: 54 m2, 49 m2, 70 m2 and a pantry of 16 m2. In addition, his wife has an apartment of 37 m2. The couple also has a manufactured goods store in the regional center. His wife Oksana solely owns a residential building in Uhryniv near Frankivsk of 257 m2, which she acquired in 2024. The wife also declares a hairdresser in Frankivsk, a land plot and a garden house in the village of Pavlivka, Yamnytska TG. The couple also owns a number of plots of land in Frankivsk, Uhryniv, Verkhovyna, and Kryvorivna.
Oksana Semkiv drives a credit Škoda Kodiaq 2024 model year worth UAH 1.6 million. Oleg Semkiv prefers the more modest Mitsubishi Outlander 2018 model year and Suzuki Vitara 2020 model year purchased on the same day – March 20, 2025.

The same day is indicated in the declaration as the day of acquisition of the inheritance – real estate and a car, with a total value of 850 thousand UAH. At work in the city council, Oleg Semkiv earned 534 thousand UAH in 2025. His wife declared 60 thousand UAH of income from entrepreneurial activity, 85 thousand UAH from the sale of electricity, 25 thousand UAH of salary from her daughter Roksolana Semkiv, who is registered as an individual entrepreneur who provides hairdressing services.

Persons who should have reacted: law enforcement agencies responded to the criminal scheme in a timely manner, handing over suspicions to all its participants. Scandals: as journalists drew attention, an official who has been controlling the construction sector of Ivano-Frankivsk for years declares rather modest incomes, but his family has acquired apartments, commercial premises, land plots, expensive cars, and a house of almost 300 square meters during this time.
Add to this the active development of the city by a company that is associated with the loyalty of local authorities, strange coincidences with an inheritance worth millions, and purchases, the origin of the funds for which raises many questions. Is all this just a series of coincidences, or is it a possible use of official position for personal enrichment - a question that should be answered not by journalists, but by law enforcement and anti-corruption agencies
