The plot of the case: in early July 2025, law enforcement officers in the Odessa region detained an official of the Pivdennyi city council, who, according to the investigation, was demanding a bribe. It was Volodymyr Senyk, a former deputy from the Kherson region.
The Odessa police report states that the detainee demanded 10,000 hryvnias of illegal profit from the chairman of the board of the condominium association for the improvement of the adjacent territory by a municipal enterprise.
One of the heads of the condominium association turned to the acting deputy chairman of one of the city councils of the Odessa district - the head of the housing and communal services department with the need to carry out work on the improvement of the adjacent territory. In return, the official proposed to resolve this issue with the forces and means of the communal enterprise under his control without concluding a contract, but for a monetary reward.
For trimming bushes and trees, cleaning up trash, and other work near the apartment building, the official demanded a "gratuity" of 10,000 hryvnias. In case of disagreement, he threatened that no municipal enterprise in the city would provide services to the condominium.
The police procedurally detained the official immediately after he received the agreed-upon amount of bribe and withdrew the money.
Having collected sufficient evidence, we informed the defendant about the suspicion of an official receiving an unlawful benefit for himself for committing by such an official in the interests of the person providing the unlawful benefit, an action using the official position granted to him, committed by an official occupying a responsible position, combined with the extortion of an unlawful benefit. According to the sanction of Part 3 of Article 368 of the Criminal Code of Ukraine, this crime is punishable by imprisonment for a term of up to 10 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years, with confiscation of property. The court chose a preventive measure for the suspect in the form of detention with the right to deposit bail in the amount of 242 thousand 240 UAH.
