Case story: In October 2022, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office detained Roman Shevchenko, an official of the Investigation Department of the Main Directorate of the National Police in Sumy region, and lawyer Yevhen Rudnev. They were later informed of suspicion of receiving illegal benefits.
On October 16, 2022, the SAPO prosecutor and NABU detectives reported suspicion to an official of the Investigation Department of the Main Directorate of the National Police in Sumy region and a lawyer, who were caught receiving illegal benefits. Their actions are qualified under Part 3 of Art. 368 and Part 4 of Art. 27, Part 3 of Art. 369 of the Criminal Code of Ukraine
The NABU reported that the suspects were detained on October 15 and taken to a temporary detention center. According to the investigation, the National Police official demanded that the businessman provide him with an illegal benefit for closing the criminal case, and also incited him to provide money to the alleged leaders of the regional prosecutor's office. The police investigator estimated his services at $10,000, but later "bargained" for $8,000. The funds were to be transferred in two installments through the mediation of an accomplice-lawyer.
The police officer and his accomplice were detained after they received part of the agreed funds in the amount of $5,000. NABU detectives began investigating the crime based on a statement from an entrepreneur who sought help from the Kharkiv Territorial Department of NABU.
In June 2025, the Supreme Anti-Corruption Court found Roman Shevchenko, former deputy head of the investigative department of the Main Directorate of the National Police in Sumy region, and lawyer Yevden Rudnev guilty of receiving $5,000 in illegal gain. They were sentenced to 7 and 6 years in prison, respectively.
On June 11, 2025, the panel of judges of the Supreme Court of Criminal Procedure announced a guilty verdict against one of the former heads of the investigative department of the Main Directorate of the National Police in Sumy region and his accomplice - a lawyer. By the court verdict, the former police officer was found guilty of committing crimes under Part 3 of Article 368, Part 4 of Article 27, Part 3 of Article 369 of the Criminal Code of Ukraine, and was sentenced to 7 years of imprisonment with deprivation of the right to hold positions in law enforcement agencies and related to the performance of organizational and administrative functions of a representative of the authorities for a period of 3 years, with confiscation of all property belonging to him
The court also found lawyer Rudnev guilty under Part 5 of Article 27, Part 3 of Article 368, Part 4 of Article 27, Part 3 of Article 369 of the Criminal Code of Ukraine. He was sentenced to 6 years in prison with deprivation of the right to practice law for a period of 3 years, with confiscation of all property.
The court's verdict becomes final 30 days from the date of its pronouncement, unless it is appealed.
Persons potentially involved in corruption schemes: lawyer Yevgeny Rudnev.
Assets: in the declaration for 2023, Shevchenko indicated that he owns a land plot in Sumy Oblast, and also lives in an apartment in the city of Sumy for free.

Shevchenko's income for the same year was UAH 220,443. At the same time, the former official did not declare any monetary assets.

At the same time, in 2022, Roman Shevchenko's salary was UAH 563,800.

Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Shevchenko and Rudnev.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
