Status: the issue of choosing a preventive measure is being resolved.
The plot of the case: in June 2025, the NABU and the SAPO exposed a scheme of large-scale embezzlement of budget funds allocated for the purchase of medical equipment for the needs of cancer patients.
According to the investigation, the de facto head of the largest group of medical equipment suppliers (over 300 company representatives) created a criminal organization, which included representatives of controlled companies and officials of the National Cancer Institute (NCI).
The scheme provided for several stages of ensuring non-competitive victory of controlled companies in public procurement of medical equipment by the NIR. In particular, it was about determining the NIR as the administrator of budget funds, establishing full control over the procurement process, conducting a formal (fake) analysis of the medical equipment market, and creating conditions for rejecting proposals from uncontrolled tenderers.
At the same time, in order to seize the largest possible amount of funds for the sale of medical equipment, its cost was artificially increased by 50% of the initial price, in some cases, as a result of the activities of the criminal organization: foreign companies affiliated with the organizer of the scheme were introduced into the supply chain, the completeness of the equipment was changed, etc. This is confirmed by a number of evidence collected by law enforcement agencies from 12 countries around the world, which were involved in the investigation within the framework of international cooperation.
During 2021-2022, during the procurement of medical equipment within the framework of the project "Creation of a modern clinical base for the treatment of oncological diseases in the NIR", the participants in the transaction seized funds worth over UAH 231 million.
Persons potentially involved in corruption schemes: among the suspects: the actual head of the largest group of medical equipment suppliers, the organizer of the scheme - Part 3 of Article 27, Part 4 of Article 28, Part 5 of Article 191, Part 1 of Article 255 of the Criminal Code of Ukraine; 2 trustees, representatives of controlled companies - Part 2 of Article 27, Part 4 of Article 28, Part 5 of Article 191, Part 2 of Article 255 of the Criminal Code of Ukraine; 2 officials of the National Investigation Service (at the time of the crime) - Part 2 of Article 27, Part 4 of Article 28, Part 5 of Article 191, Part 3 of Article 255 of the Criminal Code of Ukraine;
The investigation is ongoing, and other individuals involved in the crime are being identified.
Assets: Together with his wife Iryna Petrivna, Andriy Fedorovych acquired 2 apartments and a house in Dnipro, two residential buildings in the village of Novoselivka (Synelnyky district) and a house in the Kyiv region, as well as 8 land plots. In addition, in 2024, the deputy’s wife bought non-residential premises in Dnipro with an area of 845.2 m2 for 2,150,000 hryvnias. Last year, the Shipkivs bought two luxury cars – a Toyota RAV 4 (2021 model) for 1,470,000 hryvnias for Andriy Fedorovych and an Audi Q7 (2021 model) for 500,000 hryvnias for Iryna Petrivna. However, the woman also drives a Tesla MODEL Y (2022 model) and considers this car to be an official one and provided to her for use by the “ANDRIYIVSKY” company.
Interestingly, this agricultural production cooperative is currently in a state of suspension of its activities and has several criminal proceedings for crimes against property.
It is worth noting that Ms. Iryna Shipko also has shares in various LLCs that are part of the family's corporate group, for a total amount of almost 1.2 million hryvnias.
As income, Andriy Shipko declares a military salary of 243,818 hryvnias and a cash allowance received from the Ukrainian Military Medical Academy of 320,791 hryvnias. The wife of the former People's Deputy has significantly higher income. Here, in addition to the salary from entrepreneurial activity, which is almost 4 million hryvnias, the woman declares dividends of 5 million hryvnias, income from the sale of movable property (most likely, this is a Toyota HIGHLANDER car) of 1,063,500 hryvnias and 8,885,000 hryvnias for the alienation of corporate rights. Andriy Shipko has 83,000 euros and 81,000 dollars in cash, Iryna Shipko has 388,000 euros and 350,000 dollars. The family has hryvnias only in accounts - 12,660,110 hryvnias for the two of them.
Persons who should have reacted: in the case of Shipko, law enforcement officers reacted in a timely manner.
Scandals: In 2013, he was photographed in the Verkhovna Rada during an online correspondence in which he "resolved" the issue of "licensing medical practitioners." According to the "Chesno" movement, Shipko was a figure in corruption investigations. In particular, the Dnipro community demanded the return of a kindergarten sold to Shipko's entourage. On January 16, 2014, he voted for the so-called dictatorial laws. He was among the 59 people's deputies whose petitions the Constitutional Court abolished criminal liability for illicit enrichment. He was caught in the Rada for button-tapping. In the summer of 2020, on the Samara River in Novomoskovsk, Dnipropetrovsk region, Shipko rammed another vessel on a boat and fled the scene of the accident without providing assistance to the injured passengers. The women from the boat, who suffered from Shipko's actions, were taken to the surgical department of one of the Dnipro hospitals in moderate condition. One of the women had a broken jaw, closed head injury, concussion, and bruises. The second victim had a bruised spine and broken ribs.
