The plot of the case: on November 7, 2024, Volodymyr Shkrobot, director of the Ternopil Regional Clinical Psychoneurological Hospital, was arrested for extorting a bribe.
According to the police, he received 40 thousand. hryvnias from the funeral service bureau, which operates on the territory of the medical facility, for not obstructing its work. During the searches, prosecutors of the General Prosecutor's Office and police investigators seized more than UAH 9.2 million in various currencies from the head of the hospital and the businesswoman. Volodymyr Shkrobot was charged with accepting a bribe, and the owner of a funeral service bureau was charged with accepting a bribe.
Volodymyr Shkrobot received 40 thousand from the entrepreneur. UAH The transfer of money was documented by operatives of the Department of Strategic Investigations in the Ternopil region. Prior to this fact, the law enforcement officers recorded the transfer of 40,000 kroner each month four more times. UAH The total amount of the bribe is 200 thousand. UAH
The head of the medical institution received UAH 40,000 for not interfering with the activities of the funeral services bureau. The private entrepreneur paid monthly for providing funeral services on the territory of the hospital without a corresponding lease agreement
The investigators of the National Police announced to the head of the medical facility that he was suspected of 3 Art. 368 of the Criminal Code of Ukraine (Obtaining illegal benefits by an official). Volodymyr Shkrobot faces up to 10 years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and confiscation of property. Entrepreneurs handed over the suspicion for h. 2 Art. 369 of the Criminal Code of Ukraine (Proposals, promises or granting of undue benefits to an official). The woman faces up to 6 years in prison with confiscation of property.
Persons potentially involved in corruption schemes: in addition to Volodymyr Shkrobot, a businesswoman and part-time owner of a funeral services bureau are also involved in the scheme.
Assets: in the declaration for 2023, Volodymyr Shkrobot indicated that he owns an apartment in Ternopil, three plots of land and a residential building in the Ternopil region. His wife Svitlana owns two residential buildings, two plots of land, two apartments and non-residential premises.
In addition, the official's wife declared two cars - a LEXUS RX350 and an AUDI Q7 (with a total value of UAH 2,777,257).
Volodymyr Shkrobot's income for 2023 was UAH 1,888,043, and his wife's - UAH 3,534,480.
Volodymyr Shkrobot declared 200,000 hryvnias, 70,000 dollars and 23,200 euros in cash. His bank accounts contain 235,273 hryvnias, 7,293 euros and 23 dollars. Instead, his wife Svitlana declared 199,000 UAH, 80,900 dollars and 80,000 euros in cash. In her bank accounts - 619,548 hryvnias, 40,672 dollars and 120,165 euros.
Persons who should have responded: law enforcement agencies responded to Volodymyr Shkrobot's criminal activity in a timely manner, but the judicial system repeatedly exempted the official from responsibility.
Scandals: Volodymyr Shkrobot has previously been suspected of criminal and administrative corruption, including receiving bribes. Suspicion was announced to him in 2013 and 2015. In particular, in 2012-2013, he signed a lease agreement for premises in the hospital for the company of his wife and son, Konvaliya SVL LLC. He should have informed the management of the health care department of the Ternopil Regional State Administration and the Ternopil Regional Council about the conflict of interests, but he did not do so. In October 2013, the Ternopil City and District Court released Volodymyr Shkrobot from responsibility, as it did not see an administrative violation in his actions.
In 2015, law enforcement officers opened a criminal case due to the fact that the head of the hospital wanted to receive money for the repair of the pharmacy premises on the territory of the institution, which had already been repaired by the private company that rented it. According to mass media, it was about Volodymyr Shkrobot.
