The plot of the case: in October 2025, the head of the construction department of the Golosiivska District State Administration of Kyiv, Serhiy Shostatsky, was suspected of embezzling almost 1 million UAH and forging documents. This was reported by the Kyiv City Prosecutor's Office.
According to the investigation, the suspect ensured that the controlled company won the tender for the major renovation of the Golosiivska DSA parking lot, which is used as a shelter.
After the work was completed, the contractor entered inflated amounts of work performed into official documents, and the head of the department approved them, so the company received full payment for this work.
These actions caused losses of almost 1 million hryvnia to the capital's budget.
According to data in the Prozorro public procurement system, in September 2022, the construction department held a tender for the overhaul of the RDA parking lot with an expected cost of work of UAH 3,177,315.
The winner of the tender was LLC "Cluster Ukraine", its offer was only 316.2 UAH less than the expected cost. The second participant in the tender was LLC "Abrich Grad" with an offer of 3,177,300 UAH.
According to the audit, during the overhaul of the parking lot in 2022, the contractor - LLC "Cluster Ukraine" - overestimated the volume and cost of the work performed by UAH 1,342,998.
In early January 2026, law enforcement officers completed the investigation and sent the case materials to the court regarding an official of the Holosiivska District State Administration, who is suspected of bribery. He faces up to four years in prison.
The official will be tried under Part 1 of Article 368 of the Criminal Code of Ukraine - receiving an unlawful benefit by an official. The sanction of the article provides for a penalty of imprisonment for a term of up to four years with deprivation of the right to hold certain positions or engage in certain activities.
Individuals potentially involved in corruption schemes: in addition to Shostatsky, a contractor is also involved in the scheme, but his name is not disclosed in the public domain.
Assets: Shostatsky did not list any real estate in his 2024 tax return. However, he did declare an unfinished construction project, namely a residential building belonging to his daughter.
Shostatsky's income for the same year was 728,071 UAH.
He declared 420,000 hryvnias in cash.
Persons who should have reacted: law enforcement agencies responded promptly to Shostatsky's criminal activities, presenting him with a suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
