Case story: On January 21, 2026, the Security Service of Ukraine detained the first deputy head of one of the district state administrations of Kyiv for involvement in a scheme to evade mobilization.
As reported by the media, it was about the first deputy head of the Solomyansk district state administration in the city of Kyiv, Oleksandr Smyk.
According to the investigation, the official forged documents for the fictitious enrollment of "clients" in military units of the Armed Forces of Ukraine. After that, they were removed from military registration based on fake medical diagnoses. The attacker received from 15 to 20 thousand dollars from each person.
The detainee used contacts in the district TCP and an accomplice who prepared false documents to organize the scheme. The SSU documented the illegal activity and detained the official along with an accomplice.
During the searches, the suspects were found to have fake medical and military registration documents, military unit seals, and smartphones containing evidence of the scheme.
The detainees were informed of suspicion under parts 3, 5 of Article 27, part 2 of Article 28, part 4 of Article 409 of the Criminal Code of Ukraine (organization and aiding in evasion of military service by self-mutilation or in another way, committed by prior conspiracy by a group of persons under martial law).
The issue of choosing a preventive measure in the form of detention for the defendants is currently being decided. They face a sentence of imprisonment for a term of up to 10 years.
Persons potentially involved in corruption schemes: in addition to Smyk, his accomplice is also involved in the scheme, but his last name is not mentioned in open sources.
Assets: In his 2024 tax return, Smyk indicated that he has the right to use two apartments in Kyiv and one in the Kyiv region, which probably belong to his mother. At the same time, his wife owns an apartment in Kyiv in joint ownership with relatives.
In addition, the official declared two cars: a Volkswagen Jetta and a VAZ. His wife also indicated that she owns a car - a BMW 320.
Oleksandr Smyk's income for the same year was UAH 1,523,978.
He declared 708,000 UAH, 19,000 USD, and 5,000 EUR in cash; his wife's bank account contained 4,197 USD.
In 2025, Smyk purchased a new apartment worth UAH 3.2 million.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Smyk and his accomplice, handing both suspects charges.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
