Case story : The Appeals Chamber of the High Anti-Corruption Court found Ruslan Solvar, a former deputy from the Petro Poroshenko Bloc faction, guilty of receiving illegal compensation for housing and sentenced him to 3 years in prison.

As the investigation established, the ex-deputy illegally received compensation for the costs of renting a room at the Kyiv Hotel. He conditioned the receipt of compensation on the fact that he allegedly did not have his own housing in the capital. However, it later became known that he had concealed the inheritance of a Kyiv apartment. Because of this, Ruslan Solvar was illegally paid UAH 361.5 thousand from the state budget.

The SAPO did not name the former MP, but as reported by Transparency International Ukraine, it is Solvar.

On August 26, 2024, the panel of judges of the AC HACC consisting of Mykhailenko, Pavlyshyn and Nikiforov found former deputy Solvar guilty and satisfied the prosecutor's appeal. He was sentenced to 3 years in prison.

In December 2025, the Cassation Criminal Court of the Supreme Court upheld the sentence of former MP Ruslan Solvar, who was found guilty of receiving illegal compensation for renting housing in Kyiv. Thus, the three-year prison sentence remains in effect, the Anti-Corruption Center reported.

In addition to three years in prison, Solvar was also banned from holding positions in government bodies (except elected ones) for 1 year and fined UAH 8,500. The Supreme Court's ruling is final and cannot be appealed.

In the declaration upon dismissal, Solvar declared a salary of UAH 278,826, received by Ruslan Solvar from the Department of Affairs of the Verkhovna Rada of Ukraine.

However, the media wrote that the deputy's mother and relatives own real estate in the center of Kyiv worth tens of millions of hryvnias, and he himself controls a number of companies, according to Lesya Ivanova's investigation for "Our Money with Denis Bigus."

Every year, People's Deputy Ruslan Solvar submits a practically empty declaration. In it, he has neither housing nor a car, and Solvar lives on his deputy's salary. In the declaration for 2011, his entire income amounted to 24 thousand UAH. In 2012, the People's Deputy received 3 million UAH from unspecified sources, which he immediately spent. In 2013, Solvar's entire income was his deputy's salary and material assistance, a total of 235 thousand UAH. In 2014, the People's Deputy received 163 thousand UAH. in salary. Last year, 2015, Solvar declared only 77 thousand in salary.

In the electronic declaration, the MP mentioned that he has been renting a 63 sq. m. apartment in Fastiv since 2012. The head of the condominium association confirmed that the MP is indeed registered in his building.

At the same time, according to neighbors, Solvar does not live there, and the real owner of the apartment - Svitlana Morkovnichenko - is an employee of the People's Deputy. At the same time, Solvar's 82-year-old mother - Maria, a former teacher, owns real estate with a total value of at least 36 million hryvnias: Apartment on Zvirynetska Street, 59 (Triumph Residential Complex, business class, 2 thousand dollars/sq m): 11,000,000 UAH; Maria Solvar purchased a four-room apartment of 200 sq m in this building in 2011 at an official price of 1.6 million UAH (200 thousand dollars). Today, apartments in this building are sold for 2 thousand dollars per square meter. So Maria Solvar's apartments are already worth 11 million hryvnias.

Apartment on 35 Honchara St. (business class, $2,000/sq m): UAH 7,500,000 The right to claim a three-room apartment of 130 sq m. Maria Solvar bought it back in 2008. Today, apartments without renovation here are sold for $2,000 per square meter. So a similar apartment is currently worth about $278,000 or about UAH 7.50 million.  

Houses in the village of Rozhivka (Brovar district, Kyiv region): UAH 18,000,000. In a closed cottage town, near the forest, with its own lake, Maria Solvar owns two houses.

The first, with an area of ​​604.6 sq.m., is almost ready. In 2007, Solvar's mother invested 2.25 million UAH in its construction, which at the current exchange rate at that time was about 500 thousand USD. The second, with an area of ​​403 sq.m., is still unfinished. In 2006, it cost 1.20 million UAH, which was equivalent to 240 thousand USD. Taking into account the indicated investment amounts of 670 thousand USD, the two houses currently cost about 18 million UAH.

In the house at 12 Kudri Street, Maria Solvar owns at least three apartments (No. 5, 7, 11), in which offices are located. In the neighboring house at 14 Kudri Street, the mother of the People's Deputy owns apartment No. 10.

In addition, Ruslan Solvar's tax returns for all years - from 2011 to 2015 - do not indicate any cars either owned or used. However, in 2012 Solvar gave an interview to the program "Money" (1+1), he arrived at the meeting with journalists in a Chevrolet Express minibus, a new one of this kind costs over $100,000.

When asked if it was his car, the MP replied: "Yes, I drove this car because it was comfortable, and I rested here, and had lunch, and went out and talked to people." Although, according to "Nashi Grosha", the minibus was registered to Valentina Minich, the sister of Solvar's wife Natalia (divorced since September 2015). The MP's declarations never indicated the use. The MP's empty declaration looks especially mysterious against the background of his business past. Ruslan Solvar was first elected as a MP from UDAR in 2012. Before his political career, he was engaged in business for a long time. In particular, in 1997 he founded PE "Ukrtorgkontrakt-S" (wholesale trade), in 1999 he created LLC "Ukrzernotrans" (transport and forwarding services), in 2001 he became one of the co-founders of LLC "Ukrzernotrans-K" (trade and transportation, in 2004 he left the owners but remained the commercial director of the company until his election to parliament), in the same year he created the company PE "Fresh Line" (transport agency activities).

A number of other companies are also linked to Solvar, for example, Metrudtrans LLC, which is engaged in timber transportation and this year, according to Nashi Grosha, received about UAH 117 million from state forestry enterprises for such services.

Scandals: Ruslan Solvar is considered one of the most scandalous MPs of the 7th–8th convocations of the Verkhovna Rada. His name has repeatedly appeared in scandalous publications of various publications. At the same time, MP Solvar's entourage became famous for its aggressive "cleaning up" of unflattering materials in the media, as well as threats against the authors of the publications.

In May 2014, after the elections for mayor of Fastiv, an unprecedented scandal erupted in the city. Ruslan Solvar, who publicly supported the losing candidate, suddenly declared his “sympathy” for the winner of the elections, Mykhailo Netyazhuk. At the same time, Solvar reported that his candidate, Oleh Nychyporenko, was supposed to take the brunt of the electoral “draft” during the election campaign from the very beginning. Apparently, the people of Fastiv were not impressed by the “cunning strategy” of the people’s deputy, considering Ruslan Solvar’s position to be a blatant “throw” by the voter.

However, the “love” between Solvar and Netyazhuk did not last long. In May 2015, the mayor of Fastiv turned to Solvar with complaints — they say, the people’s deputy refuses to work for the good of the city, and all his numerous promises have remained “empty sounds.” It is noteworthy that Netyazhuk decided to arrange these “showdowns” through social networks.

It is worth noting that one of the reasons for the dismissal of the head of the Fastiv RDA, Yevhen Lipovchenko, in October 2015 was his conflict with Ruslan Solvar. In August 2016, a "cassette" scandal broke out in Fastiv. Then, an audio recording of secret negotiations that allegedly took place between two deputies of the Fastiv City Council and the assistant of Solvar, the elected people's deputy in these regions, who tried to bribe them, became publicly available. The deputies were offered a deal worth $5,000, in exchange for which they were to join the opposition to the mayor of Fastiv, Mykhailo Netyazhuk, and give up future career prospects. However, the elected officials valued themselves much more highly, so they failed to reach an agreement, but during the negotiations, the deputies made a lot of interesting information public.

At the end of 2016, when all deputies of the Verkhovna Rada were forced to submit electronic declarations, Ruslan Solvar again “distinguished himself.” According to the data provided by the people's deputy, he is “naked as a falcon” — Solvar has literally nothing, except for his salary as a people's deputy.

Journalists suspected Solvar of concealing income and property and conducted an investigation. As a result, it turned out that the mother of the People's Deputy, a school teacher, owns about a dozen apartments in the capital, including truly elite housing. In addition, she is an investor in the cottage town "Forest Lake" near Kyiv (in the village of Rozhivka, Brovary district), on the territory of which there are two mansions belonging to her.

Ruslan Solvar's former relatives also turned out to be very well-off, namely: Vitaliy Grigorovich Luchko and Valentyna Vitaliivna Minich - the father and sister of the former wife of the People's Deputy Natalia Vitaliivna Solvar (maiden name - Luchko), who "coincidentally" own real estate and land next to the People's Deputy's mother both in the capital and in the suburbs.

For example, in just two houses on Ivan Kudri Street, three relatives of Solvar have nine premises registered with a total area of ​​464 sq. m — seven apartments and two non-residential premises. It was here that transport companies directly related to the deputy were also registered: LLC "Ukrzernotrans-K", LLC "Metrudtrans", PE "Fresh Line" and LLC "Avtokar-777".

It is worth noting that Ruslan Solvar, as a member of the transport committee in the Verkhovna Rada, categorically denies his involvement in the transport business, as well as in any other. By the way, even the Ruslan Solvar Charitable Foundation “Together into the Future” formally has no connection with him.

On September 20, 2016, Solvar did not vote for the draft resolution "On the Verkhovna Rada's statement on Ukraine's non-recognition of the legitimacy of the elections to the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation."

Solvar was one of 59 deputies who signed a petition on the basis of which the Constitutional Court annulled the article of the Criminal Code of Ukraine on illicit enrichment, which obliged civil servants to provide explanations regarding the sources of their income and the income of their family members.

As television journalist Serhiy Ishchenko-Syromanets wrote, deputy Ruslan Solvar was not distinguished by his activity in his deputy work, as well as by his work discipline.
