Case story: In January 2026, it became known that the police were investigating abuses during the renovation of the Lviv City Council's communal camp "Start" in the Carpathians. Suspicions were raised against former and current LMR officials, as well as the former camp director and the contractor. The LMR press service reported that they were assisting the investigation in investigating abuses during the renovation of the camp.
This is a municipal institution - a suburban children's camp "Start" in the village of Korostiv in the Stryi region. The camp was built in 1968 and has not been fully renovated since then. In the summer of 2025, the camp was renovated and transformed into a recreation complex for schoolchildren. According to the LMR, about 600 children of beneficiaries rested in the camp every summer.
The renovation of the sleeping quarters cost UAH 10.45 million, the replacement of windows cost UAH 1.5 million, and the purchase of furniture and equipment cost UAH 1.9 million. In total, it cost about UAH 15 million.
Even during the opening of the renovated camp, it became known that the SBU was investigating possible embezzlement of money. The case materials show that the LMR allegedly hired a contractor for the work even before the official tender, allegedly lobbying the interests of Imeks Bud LLC. In particular, the contracts with the contractor were concluded in March and June 2025, although investigators believe that the work began earlier.
In early January, investigators reported suspicions in the camp renovation case. As ZAXID.NET was informed by the LMR, suspicions were raised within the framework of the criminal proceedings against current and former city council employees, as well as the former camp director and contractor. The court chose preventive measures for them, but since August, no new court rulings in this case have been made public.
The city council emphasized that they are cooperating with the investigation and have handed over relevant documents and information to law enforcement officers. The police clarified that suspicions were raised against the former head of the district education department, the former head of the camp, the director of the contracting company, and one of the economists of the education and culture department of the Lviv City Council. As a result of the scheme, almost 4 million UAH could have been stolen during the renovation of the camp.
The Start camp had not been renovated since the 1960s and was in terrible condition. Our task was to finally create normal conditions for children there. In 2025, they made a good renovation there. If the inspection shows that someone acted out of selfish motives, then I am the first to be interested in such a person being punished. At the same time, if the charges are not confirmed, it is important that each person is acquitted. All materials have been transferred to the investigators, we are completely open to cooperation and are interested in an objective and transparent establishment of all the circumstances in this case
Lviv City Council emphasizes the importance of a responsible and impartial approach to investigations and calls to refrain from manipulation and dissemination of unverified information until official procedural decisions are made.
From 2016 to November 2025, the director of the “Start” camp was Orest Pokytko. The institution is currently headed by Lyubomyr Voytovych. LLC “Imex Bud” was registered in 2021 and belongs to Lviv resident Ihor Chura. He is already listed as the company’s director.
The Frankivsk District Court of Lviv confirmed that the suspects were given preventive measures in the form of detention with the possibility of posting bail.
- Andriy Sorokivskyi, the director of the contracting company, and the director of the camp can be released on bail of UAH 3.8 million each.
- The economist of the Department of Education will be under nightly house arrest.
- The pre-trial detention center noted that as of now, no confirmation of the payment of bail has been received, so all suspects remain in custody.
Persons potentially involved in corruption schemes: the criminal group included the former head of the district education department (Andriy Sorokivskyi), the former camp manager (Orest Pokytko), the director of the contracting company (Ihor Chura), and one of the economists of the Department of Education and Culture of the Lviv City Council (Yuriy Toporovych).
The roles in the group were clearly divided:
- organizers: the head of the regional education department and the director of the contracting company - provided general management, coordinated communications, and ensured the signing of illegal contracts;
- executors: the director of the contracting company and the director of the camp - one was responsible for the actual fraud at the construction site (imitation of work and overstating the cost of materials in the reporting), the other - "legalized" these actions by signing fictitious acts, falsifying tenders and unfounded transfer of funds;
- assistant: city council economist - prepared documentary justification for allocating the necessary amounts and helped eliminate organizational obstacles.
Assets: in his 2024 tax declaration, Sorokivskyi indicated that he owns an apartment in Lviv, which was purchased in 2014.

In addition, during the full-scale war with the Russian Federation, the former official purchased a Mazda CX-5 (worth more than a million hryvnias).

Sorokivskyi's income for the same year was 1,269,227 UAH, and his wife's was 499,629 UAH.

He declared 400,000 UAH and 10,000 USD in cash. In addition, he has 66,584 UAH in his bank account.

Persons who should have reacted: law enforcement agencies responded to the corruption scheme in a timely manner, handing over suspicions to all its participants.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
