The plot of the case: in August 2025, a large-scale corruption scheme was exposed in the Ministry of Defense of Ukraine. According to the NABU and the SAPO, the acting head of one of the Central Territorial Departments of the Ministry of Defense demanded 1.3 million US dollars from a capital developer for a “guaranteed victory” in the competition for the construction of a house for the military in the Svyatoshynskyi district. According to media reports, this involved the head of the Central Territorial Department of Capital Construction of the Ministry of Defense, Vitaliy Haiduk.
According to the investigation, the official offered to ensure victory in the competition for the construction of a house for the military in the Svyatoshynskyi district of Kyiv. To implement the plan, he involved other people, and estimated the “services” at $1.3 million. The money was to be transferred in three tranches through bank cells: $100,000 – after the start of the competition; $400,000 – upon signing the construction contract; $800,000 – after the completion of the first stage of construction.
After the announcement of the start of the competition, the developer offered to reduce the amount to 1 million dollars and provided the first tranche. In June 2025, the accomplices of the crime were exposed immediately after receiving part of the funds. The collected evidence gave grounds to report the suspicion to the official himself.
According to journalists, this is Vitaliy Haiduk, acting head of the Main Department of Property and Resources of the Ministry of Defense. Also involved in the case are a representative of the SSO, Lieutenant Colonel Oleksandr Tyrsha, and head of the financial and economic department of the Main Department of Capital Investments of the Ministry of Defense Oleksiy Stasyuk.
They were detained on June 10 while accepting a $100,000 bribe. The court remanded the suspects in custody with the option of bail of UAH 53 million (later reduced to UAH 40 million). As of August 12, no bail had been posted.
The actions of the suspects were qualified under Part 4 of Article 368 of the Criminal Code of Ukraine (obtaining unlawful benefit in an especially large amount).
Persons potentially involved in corruption schemes: accomplices — Lieutenant Colonel of the Military Regional Service Oleksandr Tyrsha and Head of the Central Territorial Department of Capital Construction of the Ministry of Defense Vitaliy Haiduk. The bribe was offered by the director of Astron Trade LLC Serhiy Shafranskyi for assistance in concluding an investment agreement for the construction of a 16-story building on a land plot in the Svyatoshynskyi district.
Assets: In his 2024 declaration, Stasyuk indicated that he owns a residential building and two land plots in the Kyiv region, and he also declared an apartment in Kyiv in joint ownership with his daughter. His wife Yulia owns a summer house and a land plot.
In addition, the couple owns an Infiniti qx60 car worth 520,000 UAH.
The official's income for this year was 786,204 UAH, and his wife's - 709,723 UAH.
The couple declared $37,000 and 8,000 euros in cash.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Stasiuk and his accomplices.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
