The plot of the case: in early January 2026, the deputy head of the Rivne TCPand SS was exposed in a corruption scheme. The suspect demanded that a man of draft age pay most of the cost of a Toyota Highlander in order to remove him from the wanted list in the "Oberig" system.
According to the investigation, in December 2025, an official of the Rivne Regional TCP and SS, through a subordinate intermediary, offered the violator of mobilization registration to resolve the issue for a reward. In exchange for removal from the wanted list in the "Oberig" registry and ensuring non-conscription, he demanded payment of most of the cost of a 2013 Toyota Highlander. At the same time, he threatened to create artificial obstacles in case of refusal.
The bribe amount was $12,000. According to the investigation, the official added some of the money himself. The purchased car was registered to a front person, but in fact it was used by a TCP official.
After the vehicle was handed over, the conscript was removed from the wanted list. All facts of the illegal activity were documented by law enforcement officers. They are also checking the possible involvement of other TCP employees in this scheme.
The official was informed of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine (receiving an unlawful benefit by an official). The court chose for him a preventive measure in the form of detention with the right to post bail in excess of UAH 2 million. The suspect faces up to ten years of imprisonment with confiscation of property.
As reported by investigative journalists of the publication "Fourth Power", the exposed official is the head of the Varasky District TCP, Ihor Stetsyuk.
Later, it became known that the deputy head of the Rivne Regional TCP, Ihor Stetsyuk, who is suspected of receiving bribes, including in the form of cars, bought a RANGE ROVER SUV for his wife.
This is evidenced by the data from his electronic declaration, Ukrainian News Agency reports.
The deputy head of the TCP indicated that his wife became the owner of a RANGE ROVER SPORT in the summer of 2024. It was also indicated that the price of the car was 400 thousand hryvnias.
At the end of January 2026, the Court of Appeal in Rivne did not satisfy the defense request of the deputy head of the Rivne Regional TCP and SS Ihor Stetsyuk to reduce his bail amount. The official is suspected of extorting money for a postponement from mobilization. The court's decision is final. Ihor Stetsyuk will continue to be in custody with the possibility of posting 2 million 271 thousand hryvnias of bail.
Persons potentially involved in corruption schemes: no information is available from open sources about potential accomplices.
Assets: Stetsyuk did not list any real estate in his 2024 tax return. At the same time, his wife declared a Range Rover Sport worth almost UAH 400,000 (purchased during the full-scale war with the Russian Federation).
Stetsyuk's income for the same year was UAH 1,054,816, and his wife's was UAH 10,320 in social benefits.
The official declared $8,000 in cash.
Persons who should have reacted: law enforcement agencies responded in a timely manner to Stetsyuk's criminal activities, presenting him with a suspicion.
Scandals: Before this corruption scheme, he was not seen as a figure in other scandals.
