Case story: On April 30, 2026, the deputy head of one of the departments of the Lutsk City Council was detained in the act - he received 30 thousand US dollars.
According to the investigation, for the above-mentioned amount of money, the official promised a representative of a private company to prepare and transfer documents regarding the absence of cultural heritage sites on the territory of a sand quarry in the Lutsk district. These documents were necessary for the company to subsequently obtain a permit for mineral extraction. It is noted that the official acted through an intermediary.
If found guilty, the official faces 8 to 12 years in prison with deprivation of the right to hold certain positions or engage in certain activities for up to three years, with confiscation of property.
On May 2, the Lutsk City District Court chose a preventive measure of 24-hour house arrest for the official. As Sospilny learned from law enforcement sources, the suspect is Vitaliy Strilchuk, a Volyn resident and deputy head of the cultural heritage protection department of the Lutsk City Council.
On May 7, prosecutors appealed this decision to the Volyn Court of Appeal. The official was assigned a new preventive measure - detention with a bail of 3.3 million hryvnias. The issue of removing the suspect from his position is also currently being resolved. Later, it became known that Vitaliy Strilchuk was dismissed. The corresponding order was posted on the Lutskrad website. The official was dismissed by agreement of the parties based on his application
