The plot of the case: in early December 2024, the mayor of the Khmelnytskyi region was charged with embezzlement of over UAH 6 million in losses on the purchase of drones for the military. This is the mayor of Netishyn, Oleksandr Suprunyuk.
In 2024, the city council of Netishyn, Shepetivsky district, Khmelnytsky region, purchased 1,000 quadcopters for over UAH 16 million to support the Defense Forces of Ukraine.
Almost a third of this amount was taken by a contractor who significantly "reduced" the cost of the drones by installing half the price and lower quality navigation equipment - video cameras and video transmitters. Thanks to such fraud, the company "saved" from 4 to 7.5 thousand UAH on the production of each drone.
Not being convinced that the equipment supplied by the contractor met the agreed specifications, the head of the Netishyn City Council, Oleksandr Suprunyuk, signed the acceptance and transfer certificates. Thus, the state suffered 6.1 million UAH in losses.
The mayor of Netishyn has been notified of suspicion of official negligence (Part 2 of Article 367 of the Criminal Code of Ukraine). The sanction of the article provides for a penalty of imprisonment for a term of 2 to 5 years.
Even earlier, the contractor had already been notified of suspicion of misappropriation of someone else's property (Part 5, Article 191 of the Criminal Code of Ukraine).
Subsequently, a local court placed the official under nightly house arrest and also suspended him from his position.
Individuals potentially involved in corruption schemes: in addition to Oleksandr Suprunyuk, the scheme also involves a contractor who significantly "reduced" the cost of the drones. However, his name is not available in open sources.
Assets: In his 2023 declaration, Suprunyuk indicated that he owns three land plots, as well as a summer house, a store building, and three non-residential premises. Suprunyuk's wife, Tetyana, also owns an apartment in Netishyn and part of a non-residential premises, and also rents four land plots.
In addition, the official owns a Toyota Prado, while his wife owns three cars: a Ford Transit, a Renault Megane, and a Volkswagen T-Roc.
Suprunyuk's income for 2023 was UAH 1,123,825, and his wife Tatyana's was UAH 1,822,834.
Oleksandr Suprunyuk declared UAH 190,000 in cash, while his wife Tetyana declared UAH 370,000.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Suprunyuk and his accomplice, handing over suspicions.
Scandals: Before the corruption scheme, Oleksandr Suprunyuk was not seen as a figure in other scandals.
