Case story: In May 2025, NABU and SAPO reported suspicion of receiving a bribe in the form of a discount on the purchase of real estate in Kyiv to the former director of a state-owned enterprise.
Investigators established that in December 2022, the suspect signed contracts for the provision of state-owned land for development. In return, she allegedly received a bribe in the form of a discount on the purchase of two apartments in Kyiv for over UAH 3 million from individuals associated with one of the Kyiv developers.
Thus, the official's son and a close person became owners of housing in a Kyiv residential complex at a price more than five times lower than the market price.
The actions of the former police officer are classified under Part 4 of Article 368 of the Criminal Code of Ukraine (obtaining unlawful benefit). The Supreme Anti-Corruption Court applied a preventive measure in the form of a bail of almost 5 million. The court also imposed the following procedural obligations on the suspect: to appear upon request; not to leave the city of Kyiv and the Kyiv region without permission; to report a change in her place of residence and place of work; to hand over her foreign passports and to refrain from communicating with a certain circle of persons.
NABU reminded that the suspect is also a defendant in another high-profile case.
According to the Anti-Corruption Center, the person in question is Alla Sushon, the former director of the state-owned enterprise "Ukrkomunobslugovuvannya". She is also accused in the case of an attempt to bribe former Deputy Prime Minister for the Development of Communities, Territories and Infrastructure Oleksandr Kubrakov.
According to the investigation, in August-November 2023, Kyiv developer Kopystyr, in collusion with Sushon, offered Kubrakov a bribe in the form of 2% of the area of the residential complex that was to be built in Kyiv. The real estate objects involved were over 5,200 m2 worth over UAH 170 million.
The bribe was offered in exchange for Kubrakov not terminating the contracts concluded between the State Enterprise "Ukrkomunobslugovuvannya", headed by Sushon, and Kopystyry's company "Citygasservice" LLC.
The accused were exposed after transferring part of the bribe in the form of 15 apartments. Then the High Anti-Corruption Court determined a preventive measure for Sushon in the form of a 2 million UAH bail. She was also assigned the following obligations: to appear upon request; not to leave the territory of Ukraine without permission; to report a change in her place of residence and place of work; to hand over her foreign passports for safekeeping; to refrain from communicating with suspects and witnesses. The SAPO prosecutor once again requested to extend the obligations imposed on Sushon.
In July 2025, the Appeals Chamber saw no grounds for changing the preventive measure applied to the former director of the state enterprise "Ukrkomunobslugovuvannya" Alla Sushon in the case of Deputy Prime Minister - Minister of National Unity Oleksiy Chernyshov.
As is known, the anti-corruption court released the former director of the state-owned enterprise Sushon on UAH 1 million bail. She was given the following obligations: to appear upon request; not to leave the city of Kyiv and the Kyiv region without permission; to report a change of residence and/or work; to hand over foreign passports for safekeeping; to refrain from communicating with a number of persons and to wear an electronic bracelet. The prosecutor of the Specialized Anti-Corruption Prosecutor's Office filed an appeal against this decision.
The appeal of the SAPO prosecutor shall be dismissed, and the ruling of the investigating judge of the High Anti-Corruption Court of June 18, 2025 shall be left unchanged. The ruling shall enter into force from the moment of its promulgation and shall not be subject to appeal in cassation proceedings.
Subsequently, the High Anti-Corruption Court extended the term of office of the former director of the state-owned enterprise "Ukrkomunobslugovuvannya" Alla Sushon until September 3.
As is known, the anti-corruption court set a bail of UAH 5 million for Sushon with the imposition of obligations. She is obliged to: arrive upon first demand; not leave Kyiv and Kyiv region without permission; report any change of her place of residence and place of work; hand over her foreign passports and refrain from communicating with a number of persons. The prosecutor of the Specialized Anti-Corruption Prosecutor's Office requested the extension of these obligations.
The motion is granted. The term of the duties assigned to the suspect (Suchon) is extended for two months, i.e. until September 3, 2025 inclusive, but within the term of the pre-trial investigation.
Individuals potentially involved in corruption schemes: owner of the construction company KSM-GROUP Serhiy Kopystyra.
Assets: in the declaration for 2023, Sushon indicated that she is registered in an apartment in the city of Kyiv, which belongs to a relative of the former employee. In addition, Sushon owns two land plots, the first floor of a dormitory and the basement of a dormitory. In joint ownership with her husband Oleg, Sushon has an unfinished apartment and a residential building.

Suchon also owns a Toyota C-HR, and her husband owns a Chevrolet Volt (total cost of both cars - UAH 1,538,301).

The former official's income was UAH 686,943, and her husband Oleg's was UAH 1,006,351.

Alla Sushon declared UAH 700,000 in cash. In addition, her husband indicated a security payment under a previous contract in the amount of UAH 1,679,670.

Persons who should have responded: law enforcement agencies responded to Souchon's criminal activity in a timely manner.
Scandals: Apart from corruption schemes, it is not known whether Souchon was involved in any other scandals.
