According to law enforcement officials, officials of the Department of Social and Veteran Policy of the Kyiv City State Administration, as well as entrepreneurs who provided services to Kyiv residents under contracts, appropriated 75 million hryvnias out of 150 million hryvnias from the city budget .

The actions of the former head of the Department are classified under Part 5 of Article 191 of the Criminal Code of Ukraine. The sanction of the article provides for imprisonment for up to 12 years with confiscation of property.

In July 2025, the court took Ruslan Svitly, the former director of the Department of Social and Veteran Policy of the Kyiv City State Administration, into custody with the possibility of posting bail of 30 million hryvnias.

This was reported by the Kyiv City Prosecutor's Office. The Solomyanskyi District Court has chosen a preventive measure in the form of detention for the former director of the Department of Social and Veteran Policy of the Kyiv City State Administration.

He was also set a bail of 30 million hryvnias. The preventive measure is valid until September 20, 2025.

Persons potentially involved in corruption schemes: officials of the Department of Social and Veteran Policy of the Kyiv City State Administration, as well as entrepreneurs. Their names are not mentioned.

Wealth: Shortly before his release, Svitly purchased real estate worth over UAH 3.5 million. According to his declaration, his official income in 2025 does not cover these expenses, which raises new questions about the sources of his wealth.

According to the official's declaration, on January 30, 2025, he became the owner of an apartment in Kyiv with an area of 76.38 m² for UAH 2.82 million, as well as a parking space with an area of 19.2 m² worth UAH 726 thousand. The total amount of these purchases amounted to UAH 3.55 million. Despite the large-scale purchases, Svitly's declared income for the five months of 2025 is only UAH 1.62 million. In particular:

• 523.2 thousand UAH – salary in the Kyiv City State Administration

• 21.2 thousand UAH – pension

• 6.8 thousand UAH – income from teaching at Igor Sikorsky Kyiv Polytechnic Institute

• UAH 1.07 million – proceeds from the sale of movable property to citizen Hanna Shvets (presumably a car)

That is, even taking into account the sale of property, his income is almost half the cost of real estate.

The declaration states that in 2024, Svitlyi also became the owner of a residential building with an area of 74.4 m² in the village of Motovylivka, Fastiv district, Kyiv region, for which he paid only 200 thousand UAH. He spent another 10 thousand UAH on the purchase of a land plot with an area of 1300 m² in the same settlement. Real estate market experts consider the prices to be clearly understated compared to market prices.

On May 29, 2025, Svitlyi terminated his ownership of the vehicle. In November 2024, he officially received the right to use a Toyota RAV4 (2021 model) with an estimated value of UAH 1.6 million. The car belongs to Oleksandr Svitlyi, probably a relative of the former official.

At the same time, law enforcement officers recorded Ruslan Svitly using an elite Porsche car that was not listed in the declaration.

In the declaration, Svitlyi indicated cash savings of UAH 1.55 million and USD 5,000 (approximately UAH 205,000 at the exchange rate at the time of filing), which together amounts to about UAH 1.76 million. He also has accounts in PrivatBank, Oschadbank, and Credit-Dnipro Bank, but the amounts in them are not disclosed.

Even taking into account the savings, the amount of over UAH 3.5 million spent on the apartment and parking space seems disproportionate to the declared income.

Scandals: Law enforcement officers exposed an official of the Kyiv City State Administration receiving fake disability. He not only evaded military service, but also received payments.

According to RBC-Ukraine sources, this is the director of the Department of Social and Veteran Policy of the Kyiv City State Administration, Ruslan Svitly.

The investigation established that in 2022, the defendant submitted to one of the district MSECs of Kyiv fake medical certificates about a diagnosis that did not actually correspond to reality. He also provided fake medical records, which allegedly certified his inpatient treatment.

The official was unjustifiably given a 2nd disability group, which not only guaranteed him "exemption" from military service, but also allowed him to receive disability benefits.

As the SSU notes, the official was awarded almost 300 thousand hryvnias in social support as for a person with a disability. Svitly was charged with suspicion under the articles of the Criminal Code of Ukraine: Part 3 and Part 4 of Article 358 (forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps); Part 3 of Article 190 (fraud). The pre-trial investigation is ongoing.
