Status: The Supreme Anti-Corruption Court applied a precautionary measure in the form of a bail of UAH 33.3 million.
Case story: in January 2025, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions against the former State Secretary of the Ministry of Internal Affairs.
According to the investigation, in 2020, the said official ensured that a pre-determined company was selected as the winner of the procurement of video surveillance and access control equipment to be installed in the buildings of the Ministry of Internal Affairs of Ukraine. Despite the fact that the cost of this equipment was significantly overstated, the state institution transferred funds for the equipment, which ultimately resulted in the institution incurring losses in the amount of more than UAH 16 million.
For this, during 2018-2019, the owner of the company, through the public organization he headed, transferred four premium cars worth over UAH 6 million to the State Secretary of the Ministry of Internal Affairs for free use. Later, after the official was dismissed from the bodies of the Ministry of Internal Affairs of Ukraine, these cars were actually transferred to his ownership through a donation agreement.
The actions of the former MIA official are qualified under Part 5 of Article 191, Part 3 of Article 368 of the Criminal Code of Ukraine.
The High Anti-Corruption Court applied a precautionary measure in the form of a bail of UAH 33.3 million.
The investigating judge of the High Anti-Corruption Court partially satisfied the request of the NABU detective to apply a preventive measure in the form of bail against the former State Secretary of the Ministry of Internal Affairs of Ukraine in the amount of UAH 33 million 308 thousand
Takhtai was given the following duties: to arrive at every call; to report any change of residence and work; to refrain from communicating with witnesses; not to leave the Kyiv region without permission; to hand over his foreign passports and to wear an electronic bracelet.
Persons potentially involved in corruption schemes: being identified.
Assets: in the declaration for 2023, Takhtay indicates 3 apartments, a residential building, a garden (summer) house, a land plot, a parking space. He also declared an antique - an icon in a metal frame "Nicholas the Wonderworker".
Of the vehicles, the declaration includes three cars: a 2015 BMW X5, a 2020 Mercedes Benz GLS, and a 2013 Range Rover.
Monetary assets: UAH 324,898 in bank accounts, USD 30,000 and EUR 15,000 in cash.
Instead, the wife has UAH 4,094,844 in bank accounts.
Persons who should have reacted: in the case of Takhtay, law enforcement officers reacted in a timely manner.
Scandals: Takhtai previously served as Deputy Minister of Internal Affairs Arsen Avakov, and in 2017 he received the Order of Merit, 2nd degree. In addition, Takhtai appears in a video recorded in the office of Avakov's former Deputy Minister Serhiy Chebotary in December 2014. In it, the participants in the conversation were discussing how to profitably sell sand that had been seized as illegally mined. In that video, Takhtai picked up a calculator and calculated how much he could bargain for at the old hryvnia exchange rate and at the new one. The Scheme Project also recorded Takhtai arriving at work in a Cadillac. As it turned out, an unknown person had given the car as a "charitable contribution" to Anatoly Mogilev, a minister during the time of Viktor Yanukovych. This was the car that was supposed to transport foreign delegations.
