Status: As is known, the anti-corruption court arrested Terentyev with the alternative of 19.98 million UAH bail. These funds were paid and he was released from custody.

Case story: On February 6, 2025, NABU and SAPO conducted the "Clean City" operation to expose the capital's officials involved in corruption in the land and budget sectors of the city. According to the investigation, the participants in the scheme found promising land plots and registered ownership rights to structures that never existed there for controlled persons. Later, they submitted applications to the City Council for the provision of ownership rights for the maintenance of these structures, which made it possible to avoid bidding.

Among the suspects: former Kyiv City Council deputy Denys Komarnytskyi, deputy head of the Kyiv City State Administration Petro Olenych, head of the land commission Mykhailo Terentyev, commission member Olena Marchenko and other participants. In total, ten people were suspected in the land corruption case. Seven of them were detained. The alleged leader of the criminal organization, Denys Komarnytskyi, was put on the wanted list in Ukraine, the NABU noted. Later, journalists found out that he managed to flee abroad.

February 7, 2025 The Supreme Anti-Corruption Court imposed preventive measures on Kyiv officials suspected of land corruption.

As is known, the anti-corruption court arrested Terentyev with the alternative of 19.98 million UAH bail. These funds were deposited and he was released from custody. Later, his bail was reduced to 18.78 million UAH. However, the suspect's defense lawyer again asked to reduce the bail amount, since such an amount puts their family in a difficult situation, and Terentyev's wife has health problems.

The motion is partially granted. The preventive measure in the form of bail, applied to the suspect (Terentiev - ed.), according to the decision of the investigating judge of the High Court of Criminal Procedure dated 07.02.2025 and amended by the decision of the investigating judge dated 09.05.2025 in the amount of 18,784,800 UAH, is to be changed to a preventive measure in the form of bail in the amount of 17,784,800 UAH

– the decision states.

Persons potentially involved in corruption schemes: NABU and SAPO have served suspicions on 10 individuals, including, in particular, in addition to Terentyev, Denys Komarnytskyi, Deputy Head of the Kyiv City State Administration Petro Olenych, and member of this commission Olena Marchenko.

Officials engaged in illegal privatization of land for construction. In addition, they tried to take full control of the decision-making procedure for granting land rights.

The criminal scheme involved registering fictitious structures on promising plots, and subsequently obtaining land without bidding. KMR deputies and KCSA officials, some of whom acted in the group or under its influence, received illegal benefits in the form of funds and real estate.

At the same time, the adoption of such decisions was under the full control of the members of the criminal organization: the “necessary” persons received land rights, while the rest faced artificial obstacles and had to turn to the members of the criminal organization for help.

– NABU noted.

It is also known that the leader of the group influenced personnel appointments, the budget and officials. According to the NABU press service, the decision-making center "moved from Khreshchatyk, 36" to another building, where issues were "resolved" with the participation of top city officials and other influential people.

Despite the use of special communications and counter-surveillance, detectives managed to uncover the scheme. In 2023-2024, land worth 11.6 million hryvnias was illegally taken from the property of the Kyiv community, and thanks to the actions of law enforcement officers, it was possible to prevent the seizure of six more land plots with a total value of 83.7 million hryvnias.

An attempt to pressure business and an offer of a bribe of $100,000 to a KMR deputy for using influence in favor of the group were also recorded.

The alleged leader of the criminal organization, Denys Komarnytsky, was put on the wanted list in Ukraine, NABU noted. Later, journalists found out that he managed to flee abroad.

On February 7, the Supreme Anti-Corruption Court imposed preventive measures on Kyiv officials suspected of land corruption.

In particular, the court sent Deputy Head of the Kyiv City State Administration Petro Olenych to custody for two months — until April 6, with the possibility of posting bail of 15 million hryvnias. He was later released from pretrial detention on bail. He was released from the Kyiv City State Administration in early March.

The political party “UDAR Vitaliy Klitschko” decided to deprive Mykhailo Terentyev of his deputy mandate in the Kyiv City Council, who in February became a suspect in the NABU case “Clean City”. However, Terentyev suspended the party’s decision by filing a lawsuit with the administrative court. LB learned about this from the text of the resolution of the Kyiv District Administrative Court, adopted on June 10, 2025.

In the statement, the plaintiff notes that the party's decision of May 23, 2025 violates his constitutional right to be elected and his rights as a deputy and guarantees of deputy activity. According to LB, the decision to deprive Mykhailo Terentyev of his deputy mandate was made at the congress of the UDAR party in May. 

The Administrative Court granted the applicant's request and suspended the party congress's decision to recall the deputy until the court's decision in the case enters into force. Thus, the Kyiv Tervyborchkom and the Kyiv City Council cannot currently deprive Terentyev of his deputy mandate.

The work of the Kyiv City Council Land Commission has been blocked since February, since the beginning of the NABU proceedings. In six months, the deputies were able to gather for only one meeting chaired by the commission's secretary, Oles Malyarevych, to consider draft decisions authored by Volodymyr Bondarenko, which aim to cancel a number of land allotments that are included in the NABU proceedings. The Kyiv City Council has not yet elected a new commission chairman. 

Assets: in the declaration submitted before his dismissal, Terentyev indicated two apartments, two land plots and 85,179 UAH of salary. At the same time, he did not indicate any monetary assets, but declared that his wife has a financial obligation in the form of a loan to LLC "GROUP OF COMPANIES SILHOSPPRODUKT" (EDRPOU code 40460827) in the amount of 19,984,800 UAH, which arose on 27.02.2025.

Persons who should have reacted: in the case of Terentyev, law enforcement officers reacted, however, a trail of corruption scandals has been following him since 2015.

Scandals: in August 2023, three Kyiv City Council deputies were suspected of evading military service. An assistant to a Kyiv deputy was also suspected.

The State Bureau of Investigation (SBI) has established that four servicemen from one of the territorial defense military units did not report for military service for a year. Instead, they organized business trips for themselves to the Kyiv State Military Administration, the Bureau reported. 

At the same time, one of the deputies even received financial support from the unit where he allegedly served.

The SBI did not name the deputies, but according to media sources, one of those who received suspicion is Ihor Khatsevych ("Eurosolidarity"). According to interlocutors, suspicions were also received by Mykhailo Terentyev (UDAR), Oleg Levchenko ("Eurosolidarity"), and Khatsevych's assistant Oleksiy Shpak. 

The Prosecutor General's Office reported that the issue of choosing a preventive measure for them is currently being resolved. The article incriminated is evasion of military service obligations (Part 4 of Article 409 of the Criminal Code of Ukraine). 

The media also wrote that the head of the utility company “Engineering Center” Mykhailo Terenyev was repeatedly suspected of embezzlement and misappropriation of budget funds. This company employs “people who like to pay for the same services many times”. Thus, in 2018, the prosecutor’s office considered a case about the procurement of an enterprise that paid for major repairs at the second children’s hospital in the capital three times: “The Kyiv City Prosecutor’s Office registered criminal proceedings No. 42018101100000062 in the ERDR under Part 3 of Article 191 of the Criminal Code of Ukraine – misappropriation, embezzlement of property or taking possession of it by abuse of official position committed repeatedly or by prior conspiracy of persons”.

According to the investigation, the estimate included the same work each time, for which 84 million budget hryvnias were spent. In 2018, Mykhailo’s company planned to reconstruct the stairs on Peyzazhnaya Alley in Kyiv for 38 million hryvnias. In addition, 31 million were spent on the same work in 2017: “The company held a tender for the reconstruction of the stairs and improvement of the pedestrian alley to Andriyivskyi Uzviz. LLC “Budservice 2” was supposed to carry out these works by the end of 2017. The technical task almost completely corresponds to the current one.”

The media also reported that the Department of Internal Financial Control of the Kyiv City State Administration could not begin an investigation into the procurements (for Andriyivskyi Uzviz) of the Engineering Center enterprise. This is due to the lack of documents that the National Police seized for the pre-trial investigation into the theft of budget money.

Also, according to journalists,  the contractors of Mikhail Terentyev's enterprise  received over three million hryvnias. But "the work on installing entrance signs on Povitroflotsky Avenue was not completed in full - the walls were not lined with granite slabs, the letters and figures were not installed."
