The plot of the case: on June 26, the SBU and NABU exposed the former head of the Ukrenergo Department, who embezzled budget funds for the purchase of body armor.
It was about Serhiy Totsky, who in the spring of 2022 organized the purchase of bulletproof vests for employees of the energy company at an artificially inflated cost.
According to the investigation, for the implementation of the equipment, the former official engaged an affiliated commercial structure, which does not even have permits and licenses for the production of military ammunition. In addition, the "contractors" were never involved in the production of body armor. As the journalists noted, we are talking about the TOP Trading Line company.
According to the investigation, the exhibitor "Ukrenergo" purchased a batch of appropriate equipment from this company with state funds at a double inflated amount. Thus, it led to budget losses of more than 10 million hryvnias.
According to the materials of the Security Service and NABU, the former official of "Ukrenergo" was already notified of suspicion under part 2 of Art. 364 of the Criminal Code of Ukraine (abuse of power or official position, if it caused grave consequences).
Subsequently, the Higher Anti-Corruption Court applied a precautionary measure in the form of a bail of UAH 5 million to the former director of the security department of PrJSC "National Energy Company "Ukrenergo" Serhiy Totskyi.
In November 2024, it became known that the High Anti-Corruption Court extended until January 21 the term of office of Serhiy Totskyi, the former director of the security department of PrJSC "National Energy Company "Ukrenergo".
Such a decision was made by HACC.
As you know, the court applied a preventive measure to Serhiy Totskyi, the former head of the Ukrenergo department. He was also assigned the following duties: to arrive at the first request; not to leave the city of Kyiv and the Kyiv region without permission; to report a change of residence and/or place of work; refrain from communicating with witnesses and other suspects; deposit foreign passports; refrain from visiting premises used by PJSC NEC Ukrenergo and wear an electronic bracelet.
The SAP prosecutor asked to extend the duties for another two months.
The request of the prosecutor of the SAPS to extend the period of validity of the procedural duties entrusted to the suspect (Totsky - ed.) - to be satisfied. To extend the period of validity of the duties assigned to the suspect within the period of the pre-trial investigation until January 21, 2025 inclusive
Persons potentially involved in the corruption scheme: in addition to Serhiy Totskyi, the director of the TOP Trading Line company, through which bulletproof vests were allegedly purchased, may also be involved in the case.
Wealth: Totsky's last public declaration for 2019. Then the ex-official indicated that he owns two apartments (one of them - in Kyiv, the other - in Yalta), two parking spaces, a plot of land and a country house in the Kyiv region. Totsky's wife, Vitalia, owns a country house, non-residential premises and an apartment in Kyiv.
The couple also declared two cars - a TOYOTA VENZA (owned by Serhiy Totskyi) and a MERCEDES-BENZ ML-350 (owned by his wife).
Totsky's income for 2019 was UAH 2,662,900, his wife's - UAH 729,785.
Serhii Totsky declared $40,000 in cash, as well as UAH 1,078,092 in bank accounts. Instead, the ex-official's wife indicated 50,000 euros in cash.
Persons who should have responded to corruption schemes: law enforcement officers responded in time to Serhiy Totskyi's criminal activities. In particular, the case was handled by NABU, SAP and SBU.
Scandals: before the emergence of the corruption scheme, Serhii Totskyi was not noticed as a figure in other scandals.
