Case story: On June 25, 2026, the mayor of the city of Ukrainka, Kyiv region, Oleksandr Turenko, was informed of suspicion of land grabbing and embezzlement of budget funds in the amount of over UAH 75 million.
According to the investigation, the official organized a scheme to seize water fund lands through front persons. Initially, the land plots were registered as private property, and later some of them were legalized by concluding purchase and sale agreements with third parties.
The department does not specify which official is being referred to, but according to media reports, it is the mayor of Ukrainka, Oleksandr Turenko.
The prosecutor's office also reports that in 2025, Turenko again "seized the lands of the water and forest fund by entering false information into documentation and state registers."
As a result of the artificial change of coordinates, the land plots were actually moved to more valuable territories - to the forest massif and the coastal protective strip of the Stugna River.
In addition, law enforcement officers documented the facts of alleged embezzlement of budget funds during the implementation of a contract for landscaping the community territory worth almost UAH 8.5 million.
Over 1,500 hours of work by special equipment were unjustifiably included in the acts of work performed, the use of which was not provided for by either the procurement terms or regulatory documents.
Despite this, Turenko signed the acceptance certificates for the completed work, and the contractor was paid over UAH 1.3 million.
The total value of land assets and budget funds that are the subject of criminal proceedings exceeds UAH 75 million.
The prosecutor's office filed a petition with the court to apply a preventive measure to the mayor of Ukrainka in the form of detention with the alternative of posting bail in the amount of UAH 75 million, as well as to remove him from office.
Also, during the investigative actions, conversations were recorded in the official's office that may indicate the preparation of schemes for illegal privatization of land and receiving bribes during the distribution of budget funds. These facts will be given a separate legal assessment.
The court chose a preventive measure for the mayor of Ukrainka in the form of a bail of almost 20 million UAH.
Individuals potentially involved in corruption schemes: Other individuals are also involved in criminal activity, but their names are not disclosed.
Assets: in the declaration for 2025, Turenko indicated that he owned 31 land plots, while his wife Larysa declared an apartment and 10 more land plots, as well as a summer house as an object of unfinished construction.
In addition, Oleksandr Turenko declared a number of vehicles: agricultural machinery, four trucks and two cars (Mercedes-Benz Vito and Toyota FJ Cruiser). In turn, the official's wife declared two cars: Lexus RX450H and Zeekr 001 (purchased during the full-scale war for 2.2 million hryvnias).
Turenko's income for 2025 was 400,372 hryvnias. He declared $350,000 and €40,000 in cash, and his wife declared $7,000.
Persons who should have reacted: law enforcement agencies responded to Turenko's criminal activities in a timely manner, presenting him with a suspicion.
Scandals: in July 2026, Bihus.Info journalists reported in their investigation that special equipment owned by the mayor of the city of Ukrainka near Kyiv was transporting sand from the local cemetery for the construction of the "Dynasty" cottage town in Kozyn.
According to journalists, in the summer of 2022, the Ukrainian City Council concluded an agreement to organize the improvement of the city cemetery with a private contractor, who signed agreements for the lease of special equipment. The equipment owned by the city mayor, Oleksandr Turenko, was used for the work.
At the same time, the SBU department of the Obukhiv district launched an investigation into the illegal extraction and removal of sand from the cemetery. Local residents distributed photos showing a dump truck owned by Oleksandr Turenko.
The investigation established that the equipment was transporting sand to the site where the construction of the "Dynasty" cottage town was underway, the houses of which were being built for the inner circle of Ukrainian President Volodymyr Zelensky.
In July 2022, law enforcement officers seized a log of equipment entering and leaving the territory of the Dynasty construction site, and at the same time obtained a video showing the delivery of sand by a dump truck belonging to Turenko.
Journalists note that Oleksandr Turenko's family is connected to the family of former head of the President's Office Andriy Yermak, who, according to the investigation, was supposed to receive a house in "Dynasty". Thus, back in 2010, Andriy Yermak transferred one of his companies to Turenko's wife Larysa.
