Case story: On February 20, 2026, the head of the Khust RTCD, Serhiy Vikhrystyuk, was detained on suspicion of bribery. This was reported by local deputy Vitaliy Glagola. The Zakarpattia Regional TCP also responded to the information, stating that they were assisting law enforcement officers.
Vitaliy Glagola reported that the head of the Khust RTCP and SS Serhiy Vikhrystyuk was taken into custody with the right to post a bail of UAH 266,000. According to the investigation, the official groundlessly entered data on the removal of men liable for military service from the wanted list into the "Oberyg" system. In fact, he changed their status in the state register without proper legal grounds.
As far as I know, the Security Service of Ukraine has documented at least 5 such cases where Colonel Vykhrystyuk unjustifiably removed people from the TCP wanted database for $1,500.
After this publication, the Transcarpathian Regional TCP and SS announced that it was assisting law enforcement officers in conducting the investigation.
Regarding the information circulating on social networks regarding the detention for illegal actions of the head of the Khust RTCP and SS, we would like to inform you of the following. The position of the leadership of the Transcarpathian RTCP and SS is unchanged: any manifestations of corruption and violations of the law, especially in conditions of martial law, are unacceptable and incompatible with the status of a military serviceman.
Subsequently, the head of the Khust District Recruitment and Social Support Center, Serhiy Vikhrystyuk, suspected of groundless removals of men liable for military service, was released from custody.
Colonel Serhiy Vykhrystyuk, who was previously remanded in custody by the Uzhhorod City District Court in the case of manipulations in the "Oberyh" system, paid bail in the amount of UAH 266,000 and was released
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: the official declared UAH 459,000 in salary at the TCP and UAH 213,000 in pension. Serhiy Vykhrystyuk earned another UAH 220,000 at Okkodrive LLC, which is engaged in fuel retailing.
In his 2025 declaration, the head of the Khust RTCP indicated that he did not have any real estate in which he lived or was registered. At the same time, a year before that, he declared an apartment in Vynohradiv, which he jointly owned with his wife, daughter, and son.
Serhiy Vykhrystyuk also does not keep money in bank accounts. He has 22 thousand dollars and 10 thousand euros in cash.
The official's son owns a 2010 Škoda Octavia.
Persons who should have reacted: law enforcement agencies responded to Vykhrystiuk's criminal activities in a timely manner, presenting him with a suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
