Scandals: in April 2024, Slidstva.Info investigative journalists found an apartment purchased in December 2023 for more than 20 million hryvnias at the market price from the wife of the head of the cyber security department of the SBU Ilya Vityuk. On real estate sites, apartments without renovation in this residential complex cost approximately $3,000 per square meter. This is almost three times more than the average price in the capital. It is not difficult to calculate that Julia Vityuk had to pay 585 thousand dollars for her apartment without repairs. Or 21.5 million hryvnias at the exchange rate at the time of purchase
However, Vityuk's declaration states that this apartment was purchased for 12 million 800 thousand hryvnias. That is, the price indicated in the declaration is almost half the market price. But Ilya Vityuk's salary was 1.8 million per year, and he would not have been able to buy even this apartment.

Instead, his wife is engaged in business. Shortly after Vytiuk assumed his current position, Yuliya Vytiuk opened an FOP, through which she received 9.4 million hryvnias in profit in 2022 and 13.4 million hryvnias in 2023.
Last year, as can be seen from the declaration, the couple had a child. However, this did not affect his wife's earnings. The spy's wife refused to talk to the "Slidstva.Info" journalist about the activities of her FOP and the expensive apartment.
Yuliya Vityuk provides legal services, for which she receives more than 1 million hryvnias per month. However, the journalists could not find any data - neither the address nor contact data of the enterprise.
In addition, journalists reported that in 2014, Ilya Vityuk filmed the shooting of protesters on the Maidan by the Berkut special unit.
It is noted that the investigation could not establish his identity for a long time, so Vityuk was interrogated only in 2019, confirmed the ex-head of the Department of Investigation of Crimes Committed During the Maidan, Serhii Horbatyuk.
Later, Vityuk was suspended from his duties pending the investigation of the circumstances disclosed by Slidstvo-info journalists. In addition, the head of the SBU transferred Ilya Vityuk to serve in a combat unit. In May, President Volodymyr Zelenskyi signed a decree on the dismissal of Ilya Vityuk from the position of head of the SBU Cyber Security Department.
In September 2024, the National Agency for the Prevention of Corruption (NACP) completed monitoring the lifestyle of the former head of the Cyber Security Department of the SBU, Ilya Vityuk. The results of the inspection showed that there were no significant discrepancies between his declared income and the real standard of living.
Currently, regarding the property, the owners of which are Vityuk I.A. and members of his family, the National Agency did not establish the difference between their value and legal incomes, which are five hundred or more times the amount of the subsistence minimum, which could indicate the unreasonableness of the acquisition of assets
Subsequently, NABU, in response to the request of hromadske journalists, reported that in May 2024 the High Anti-Corruption Court seized the apartment belonging to Ilya Vityuk's wife.
NABU noted that a pre-trial investigation is underway, which is examining the circumstances of the purchase of this apartment by the Vityuk family on suspicion of laundering property obtained illegally.
The prosecutor's request to seize the apartment is based on the existence of sufficient grounds and suspicions that this property may be subject to special confiscation in accordance with the provisions of the Criminal Code of Ukraine
The bureau also added that they had not received any requests from the NAKC regarding the seizure of this property. The journalists also appealed to the NAKC with a request to carry out an examination of the value of the Vityuks' apartment as part of lifestyle monitoring, but received a refusal to answer.
In September 2025, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) suspect the former head of the SSU Cybersecurity Department, General Ilya Vityuk, of illegal enrichment and false declaration.

The suspect's name is not mentioned, but media sources in law enforcement agencies reported that it is Vityuk.
According to the investigation, in December 2023, he purchased an apartment for 21.6 million hryvnias and registered it as a family member. At the same time, the contract indicated that the cost of the housing was 12.8 million hryvnias.
To substantiate the origin of the funds, the family member indicated that he earned them as an individual entrepreneur - from February 2022 he provided legal and consulting services
Back in 2024, the media reported that this apartment was purchased by Vityuk's wife, Yulia. She explained that she earned money as an entrepreneur by providing legal and consulting services.
Investigators established that funds were indeed received into the accounts of the individual entrepreneur for the alleged provision of legal and consulting services. However, from a person suspected of misappropriating funds of JSC "Ukrzaliznytsia" as part of a criminal organized group, as well as from companies controlled by the said person
In addition, law enforcement officers added that there is no confirmation of the legal origin of the remaining money spent on the purchase of the apartment in the amount of 8.8 million hryvnias. Thus, Vityuk was notified of suspicion under Art. 368-5 and Part 2 of Art. 366-2 of the Criminal Code of Ukraine.
The SSU responded to the general's suspicion, stating that it was announced after the detentions of NABU employees, although criminal proceedings regarding the possible illegal enrichment of official Vityuk were opened almost a year and a half ago.
They insist that anti-corruption authorities were unable to gather "convincing evidence" that would confirm the illegal enrichment and false declarations he is accused of.
Subsequently, the High Anti-Corruption Court applied a preventive measure in the form of a bail of UAH 9.08 million to the former director of the cybersecurity department of the Security Service of Ukraine, Ilya Vityuk, whom the NABU and the SAPO suspect of illicit enrichment.
This decision was made on September 4 by the investigating judge of the Supreme Court of Ukraine, Markiyan Galabala, reports "Word and Deed".
Prosecutor of the Specialized Anti-Corruption Prosecutor's Office Vitaliy Kravets requested that Vityuk be granted bail of UAH 42 million. In his opinion, the loss of this amount will ensure the suspect's proper procedural behavior. He also requested that a number of obligations be imposed, including: not to leave Kyiv and Kyiv region; surrender foreign passports; report a change of residence; and appear upon request.
In support of the suspicion, the prosecutor cited correspondence between Vityuk's wife and the realtor, which was found on the realtor's phone. She asked about possible bargaining regarding the price of the apartment and about the minimum payment through the bank. The SAPO prosecutor said that Vityuk's wife received a contract for an apartment from the realtor for a total amount of 600 thousand dollars, which is more than 22 million UAH, but they managed to bargain down to 21.4 million UAH. At the same time, in one of the clauses of the contract, by agreement of the parties, the estimated value was set at 12.7 million UAH.
Also, as the prosecutor claimed, the origin of the funds for the purchase of the apartment has not been established. Vityuk's wife indicated that she earned the funds as an individual entrepreneur while providing legal and consulting services, however, according to the investigation, such services were not provided. Before, as the investigation claims, the indicated funds were transferred to the accounts of the suspect's wife's individual entrepreneur by entrepreneur Kostyantyn Melnyk or companies controlled by him, which have signs of fictitiousness. Melnyk himself is a suspect in the case of misappropriation of funds of JSC "Ukrzaliznytsia". Vityuk's wife stated during interrogation that she had never contacted Melnyk.
In addition, the prosecutor spoke about the risk of influencing experts. In particular, NABU detectives ordered an examination at the Kyiv Scientific Research Institute of Forensic Expertise, but later it was withdrawn without execution. Later, the defense attorney sent the expert opinion to NABU, which NABU withdrew and asked not to conduct. During searches at the KRIFE, NABU detectives found evidence that this opinion was allegedly made retrospectively, and the price range in the examination was deliberately underestimated.
The defense objected to granting the motion and argued that the expert examination confirmed the value of the apartment at UAH 12.7 million. They also pointed to Vityuk's wife's income as an individual entrepreneur.
The motion is partially granted. A preventive measure in the form of a bail of UAH 9.08 million is applied to the suspect Vityuk Ilya Anatoliyovych.
In mid-September, the account of the High Anti-Corruption Court received UAH 9.08 million in bail for the former director of the cybersecurity department of the Security Service of Ukraine, Ilya Vityuk.
