Case story: In April 2025, the Lutsk City District Court sentenced the head of the department of the Volyn Regional Psychiatric Hospital, Ihor Yatskov, for bribery. The defendant demanded and received UAH 7,600 in compensation from the patient for issuing a certificate of unfitness for military service. The psychiatrist was fined UAH 34,000 for his actions.
As stated in the verdict of April 3, in December 2024, a patient approached the head of department No. 2 of the Volyn Regional Psychiatric Hospital, Ihor Yatskov, with complaints of deteriorating health. The accused offered to help the man with the preparation of medical documents necessary for recognizing him as limitedly fit for military service and deregistration through the MMC. The latter agreed and on January 15, 2025, handed the doctor a bribe of UAH 7,600. That's when law enforcement officers detained him.
Ihor Yatskiv fully admitted his guilt and repented. He said that he had already resigned from his job, so he asked not to be severely punished and to impose a minimal sentence.
Judge Alla Polyushko found the doctor guilty under Part 2 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence) and imposed a fine of UAH 34,000. The decision can still be appealed in the Court of Appeal.
Persons potentially involved in corruption schemes: open sources do not provide information about Yatskov's possible accomplices.
Assets: In his 2024 tax return, Yatskov indicated that he owns an apartment and a garage in Lutsk. His wife Iryna declared home ownership.
In addition, the ex-official's wife declared a Volkswagen car
Passat (worth 76,000 UAH), and his daughter already during the full-scale war purchased a Skoda Fabia (worth 114,000 UAH).
Yatskov's income for 2024 was UAH 361,744, and his wife's was UAH 134,712.
The couple declared 150,000 UAH in cash.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of the former official.
Scandals: Igor Yatskiv was not seen as a figure in other scandals.
