The plot of the case: in early August 2025, law enforcement officers exposed officials of the Regional Office of Water Resources in Volyn Oblast in a corruption scheme. According to the investigation, they paid bonuses to employees and later demanded the money be returned.
During the investigation, it was revealed that the head, chief accountant, and chief economist of the Volyn Regional Water Resources Office paid employees monthly bonuses and allowances, but then demanded that this money be returned in cash. In two months, the suspects managed to embezzle almost 600,000 UAH.
Law enforcement officers do not indicate the names of those detained, but the website of the Regional Office of Water Resources of the region lists Roman Yevlikov as the head (in position since April 2021), Oksana Poruchnik as the chief accountant, and Iryna Romanyuk as the chief economist.
During authorized searches, the suspects were found to have communication equipment, computers, and documents regarding the accrual and payment of wages to employees. Almost UAH 1 million in cash was also seized from the office of the organizer of the scheme.
All three perpetrators were charged under Part 4 of Article 191 (misappropriation of another's property by abuse of official position by an official, committed repeatedly, by prior conspiracy under martial law), Part 3 of Article 368 (obtaining unlawful benefit by an official) of the Criminal Code of Ukraine. They face up to eight years in prison.
It is known from the court ruling that the defendants have already been ordered to take preventive measures. Law enforcement officers requested that the official be taken into custody, but the court limited itself to house arrest at night: it forbade Yevlikov to leave his home from 10 p.m. to 6 a.m. until September 30 of this year, inclusive, except for the period of air raids in the Volyn region. In the same ruling, the court ordered the official to be immediately released from custody. In addition, he is prohibited from communicating with witnesses in criminal proceedings, in particular, employees of the Regional Office of Water Resources in the region.
The court also imposed house arrest at night on the chief economist of this state structure and the chief accountant.
Persons potentially involved in corruption schemes: Chief Accountant Poruchnik and Chief Economist Iryna Romanyuk.
Assets: Yevlikov did not list any real estate in his 2024 tax return. However, he did declare an ACURA RLX car, purchased during the full-scale war.
The official's income for the same year was UAH 777,341.
He declared $50,000, €28,000, and UAH 20,000 in cash. His bank account has UAH 143,249.
Persons who should have reacted: in the case of Yevlikov, law enforcement officers reacted in a timely manner.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
