Case story: On August 2, 2025, NABU and SAPO exposed a corruption scheme involving price inflating in state contracts for the purchase of drones and electronic warfare equipment. Among those detained were the former head of the Luhansk Regional Military Administration Serhiy Gaidai, who is currently the head of the Mukachevo Regional State Administration, and the current people's deputy from the "Servant of the People" party Oleksiy Kuznetsov from Luhansk Oblast. Kuznetsov's membership in the "Servant of the People" faction was suspended for the duration of the investigation, its leader Arakhamia reported.
On the evening of August 2, President of Ukraine Zelensky dismissed Serhiy Gaidai from the post of head of the Mukachevo Regional State Administration and Andriy Yurchenko from the post of head of the Rubizhna Regional State Administration.
The investigation revealed that in 2024 and 2025, the defendants in the case "systematically appropriated budget funds that local governments directed to the needs of the defense forces."
Among the established episodes is the purchase of electronic warfare systems. For signing a contract with a knowingly inflated price, the group members received up to 30% of the contract amount as an illegal benefit. A similar scheme was used to purchase FPV drones for almost 10 million UAH. The company supplied products at a cost that was overstated by about 80 thousand USD, after which the officials transferred part of the funds as a "kickback" to the members of the criminal group
Prosecutors have filed a motion with the court to take the People's Deputy from Luhansk region, Kuznetsov, into custody with a bail of 30 million hryvnias. They plan to announce preventive measures for the other defendants later.
The HACC has chosen a preventive measure for the former head of the Luhansk Oblast Armed Forces and the former head of the Mukachevo Regional Directorate Serhiy Gaidai. He was sent to pretrial detention for 60 days with the possibility of bail of 10 million hryvnias. The former official is suspected of embezzlement during the procurement of drones and electronic warfare equipment for the Armed Forces of Ukraine.
The prosecutor believes that Gaidai may influence witnesses, as well as other suspects in this case.
The former official himself stated that when law enforcement officers came to him with a statement of suspicion, he assisted them in every way, and also provided them with a personal phone number and keys to his apartment in Kyiv and his office in Mukachevo. The HACC sent People's Deputy Kuznetsov, who is a defendant in a corruption case during the purchase of drones and electronic warfare equipment, to custody for 60 days with the possibility of posting bail in the amount of eight million hryvnias, a Suspilny correspondent reported from the court.


The High Anti-Corruption Court of Ukraine (HACC) has ordered Andriy Yurchenko, a defendant in the corruption case involving electronic warfare procurement and former head of the Rubizhna CMA, to be held in custody for 60 days.
The Supreme Court also set bail in the amount of 6 million hryvnias.
The court also summoned the NABU detectives who conducted the detention and search of Andriy Yurchenko. They were questioned about the details of the search and how Andriy Yurchenko behaved during the search.
Andriy Yurchenko's lawyers said they would appeal the court's decision.
Persons potentially involved in corruption schemes: according to anti-corruption authorities, in addition to Yurchenko, five more persons are involved in the scheme: the former head of the Luhansk Regional State Administration Serhiy Gaidai and the People's Deputy of Ukraine from Luhansk Oblast Oleksiy Kuznetsov are suspected of misappropriation and embezzlement of other people's property, committed by an organized group, and corruption on an especially large scale (Part 5 of Article 191, Part 3 of Article 28 and Part 4 of Article 368 of the Criminal Code of Ukraine); the commander of one of the military units of the NGU is suspected of two articles: committing a criminal offense by an organized group and corruption on a large scale (Part 3 of Article 28 and Part 4 of Article 368 of the Criminal Code of Ukraine); suspicions of misappropriation of property, criminal offense by several persons, and obstruction of the lawful activities of the Armed Forces of Ukraine were announced to the owner and director of the enterprise that manufactured the UAVs (Part 5 of Article 191, Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine);
The High Anti-Corruption Court has chosen a preventive measure for People's Deputy Oleksiy Kuznetsov, who is suspected of corruption in the procurement of drones and electronic warfare. The politician was taken into custody. It is known that investigating judge Yevhen Kruk partially satisfied the request of the NABU detective and sent the People's Deputy to a pre-trial detention center. At the same time, Kuznetsov will have the opportunity to post bail in the amount of 8 million hryvnias.
The court also chose a preventive measure for Serhiy Gaidai, a defendant in the case of corruption in the procurement of UAVs and electronic warfare equipment, the former head of the Luhansk Regional State Administration, in the form of detention for a period of 60 days.
