Position: authorized person for public procurement issues of the Pryluky City Council.
Sphere of corrupt activity: procurement.

The plot of the case: in the spring of 2025, it became known that an official in the Chernihiv region was caught purchasing equipment for the Defense Forces of Ukraine at significantly inflated prices. Because of this, the city budget lost almost 700 thousand hryvnias. The police completed the pre-trial investigation, and the case has already been transferred to court.
Police investigators found that the woman was responsible for organizing the procurement. But instead of following procedures and carefully analyzing prices, she "ignored the requirements" and approved the purchase of defense equipment without properly verifying the cost.
As a result, the Pryluky City Council concluded a contract with a Kyiv-based supplier company that sold the equipment at prices significantly higher than market prices. Investigators found that the official's actions caused almost 700,000 hryvnias in losses to the budget.
The woman has already been reported on suspicion of official negligence, which led to grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). The sanction of the article provides for up to 5 years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.
As it turned out, the Pryluky City Council official was Oksana Yurchenko. She is the authorized person for public procurement issues of the Pryluky City Council.
Pryluky City Mayor Olga Popenko said in a comment to Suspilny that her subordinate is innocent of anything and they will prove it in court.
I am sure that Oksana will be acquitted. She did everything right. I understand that they took the prices from an online store that never participates in tenders. And Oksana monitored prices throughout Ukraine. She has three commercial offers. And we are working on the order of our defenders
As stated in the register of court decisions, on March 21, 2025, the official's property was seized. Namely, an apartment with a total area of 28.3 square meters and a garden house with a total area of 23 square meters.
On March 20, she was also given a preventive measure in the form of a personal commitment until May 20, 2025. Now she must perform the following duties:
● Arrive at the investigator, prosecutor, or investigating judge upon summons at the designated time.
● Do not leave the Chernihiv region without the permission of the investigator, prosecutor or court.
● Notify the investigator, prosecutor, or court about a change in your place of residence and/or place of work.
● Submit your passport and other documents that give you the right to leave and enter Ukraine to the relevant state authorities for safekeeping.
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: In her 2024 tax return, Yurchenko indicated that she owns a residential building, a land plot in the village of Sukhopolova, as well as an apartment and a garage in Pryluky. Her husband, Timofiy, owns another apartment.


Oksana Yurchenko's income for the same year was UAH 415,413, but her husband hid the income in his tax return. The couple also did not declare any financial assets.

Persons who should have reacted: law enforcement agencies responded promptly to Oksana Yurchenko's criminal activities.
Scandals: Yurchenko has not been identified as a figure in any other scandals, apart from the described corruption scheme.
