Case story: in August 2025, SBI employees reported suspicions to the head of the Kyiv City State Administration (KCSA) and the former head of one of the city's municipal enterprises.
With the assistance of the State Audit Service of Ukraine, it was established that the suspects ordered and paid for the facade renovation and other repair work in the city's office building. The building was no longer municipal property and belonged to private individuals. Almost 1.3 million hryvnias were spent on the repair.
At the same time, the municipal enterprise did not even have lease agreements for the renovated premises, that is, in fact, the work in a private building was paid for with budget money. The actions of the former and current officials were qualified under Part 5 of Article 191 of the Criminal Code of Ukraine, namely as embezzlement of property by abuse of official position by an official, committed by a group of persons in a prior conspiracy, on a particularly large scale.
The sanction of the article provides for a penalty of imprisonment for a term of up to twelve years with confiscation of property. The issue of choosing preventive measures for the suspect is being resolved. The procedural management is carried out by the Kyiv City Prosecutor's Office.
Head of the Kyiv City State Administration's staff, Dmytro Zagumenny, calls the suspicion groundless.
It says that in 2019, at an unspecified time and place, I allegedly conspired with a number of unidentified individuals to commit criminal acts. Attached to this is an expert report, my job descriptions, and several other documents. I believe that this document has nothing to do with the pre-trial investigation. This is pre-trial persecution with the aim of intimidation, blocking work, and public discrediting.

According to him, the building in question, located in the historical center of Kyiv, was privatized in 2010, is currently under arrest on suspicion of illegal privatization, but continues to be on the balance sheet of the Kyiv City State Administration.
In 2019, there was an urgent need for emergency repairs to the facade - elements could collapse and harm passers-by. UAH 1.2 million was spent on the restoration of the 5-story building - the minimum amount necessary to bring the structure into proper condition. This allowed the enterprise to continue its work, and during this time it brought UAH 41 million in revenue to the city budget
The court has placed Zagumenny, the head of the Kyiv City State Administration, under house arrest.
It is noted that the Pechersk District Court was convinced of the validity of the suspicion raised by the prosecution. The preventive measure will be in effect until October 13. The court also imposed the following obligations on the defendants: not to leave the capital and Kyiv region without the permission of the investigator and prosecutor, to report a change in their place of residence, not to communicate with other suspects in the case and witnesses, and to hand over their documents for traveling abroad.
The Prosecutor's Office will appeal the refusal to remove the head of the Kyiv City State Administration from his position and the preventive measures imposed on the elected official and former head of the utility company
On the eve of this, the capital's court did not satisfy the prosecutor's request to choose a preventive measure in the form of detention for the head of the Kyiv City State Administration Zagumenny. In addition, the court refused to satisfy the request to remove him from his position.
Persons potentially involved in corruption schemes: in addition to Zagumenny, suspicion of embezzlement of budget funds during the renovation of a privatized building was also presented to the former head of the municipal enterprise "ATP KSCA".

Assets: according to the declaration, Dmytro Zagumennyi received a salary of UAH 1,150,679 in 2024. His wife, Iryna Zagumenna, declared UAH 542,930 in 2023, and in 2024, UAH 4,211,424 in income as an entrepreneur. The family keeps the following cash: Dmytro Zagumennyi - $25,000, Iryna Zagumenna - $15,000 and €30,000. The declaration also lists a 2018 BMW X3 registered to his wife. He also listed an apartment, a residential building, and three land plots.








Persons who should have reacted: in the case of Zagumenny, law enforcement officers reacted in a timely manner.
Scandals: Dmytro Zagumenny has repeatedly been in the spotlight due to scandals related to his activities as head of the Kyiv City State Administration. In particular, in 2023, he appeared in a case regarding fictitious business trips of Kyiv City State Administration deputies who were suspected of evading military service.
The Pechersk court temporarily suspended him from his position on suspicion of facilitating evasion of service, but he successfully appealed this decision, and the court did not grant a motion to restrict his freedom.
In addition, in 2019–2020, Kyiv Mayor Vitaliy Klitschko awarded Zagumenny bonuses and salary increases of up to 30%. This caused public outrage, especially in a time of war and a limited budget.
