Case story: On August 6, 2025, it became known that Volodymyr Zakhozhy, the director of the youth and sports department of the Lutsk City Council, is suspected of embezzlement of budget funds. The total amount of damage caused by the official's actions reaches almost half a million hryvnias.
This was reported on his Telegram channel by Andriy Luchik, a representative of the Civic Movement "Svidomi", citing his own sources.
According to my sources, law enforcement officers believe that Volodymyr Zakhozhy unjustifiably concluded 11 additional agreements to the electricity purchase agreement. Thus, he caused losses to the budget of an alleged UAH 424,000. Currently, appropriate petitions are being prepared to impose preventive measures on the director of the department and remove him from his position.
Later, law enforcement officials learned that the head of the Lutsk City Council department had unjustifiably signed 11 additional agreements to one of the contracts with a state-owned enterprise for the purchase of electricity at an inflated price. Thus, he overpaid more than UAH 400,000. The official was charged under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position, which resulted in grave consequences).
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: in his 2024 declaration, Zakhozhiy indicated that he owns a BMW I3 (worth UAH 284,300 and purchased during the full-scale war), as well as a GEELY EMGRAND 7 (worth UAH 228,000) owned by his wife Natalia. However, the official did not indicate any real estate of his own.
Volodymyr Zakhozhy's income for this year was UAH 1,149,363.
The official declared $33,600 and UAH 263,000 in cash, and his wife declared $19,800 and UAH 157,000.
Persons who should have reacted: law enforcement agencies responded to Zakhozhy's criminal activities in a timely manner, presenting him with a suspicion.
Scandals: Before the corruption scheme, Zakhozhiy was not seen as a figure in other scandals.
