Case story: On February 26, 2026, SBU and police officers detained Ivan Zrail, the director of the Stryi City United Hospital, who is also the head of the "European Solidarity" faction in the Stryi City Council, for taking a bribe.
According to law enforcement officials, Ivan Zrailo promised to employ a conscript in a city hospital for $3,000 in order to arrange a reservation and avoid mobilization.
Later, the Lviv Region Prosecutor's Office reported that in February of this year, the director of a medical association, who is also a city council member, demanded and received an illegal benefit from a local resident. The official promised to arrange for a conscript to work as an ambulance driver at a medical facility under his control.
The director estimated his services at 3,000 US dollars. The employee was detained by law enforcement officers under Article 208 of the Criminal Procedure Code of Ukraine after receiving an illegal benefit.
Money was seized from the hospital director's car during his detention
The detainee was informed of suspicion of extortion and receiving a bribe (Part 3 of Article 368 of the Criminal Code of Ukraine).
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: Ivan Zrail owns five land plots that appeared in his possession between 2014 and 2017. In Stryi - with an area of 51 sq. m, two in Morshyn - with an area of 500 sq. m, as well as two in the village of Dolishne, with an area of 500 sq. m and 460 sq. m.
In addition, he has an apartment in Stryi with an area of 64.7 sq. m. and a garage there with an area of 37.9 sq. m. Since 2022, Ivan Zraylo has also been the owner of a residential building in Lviv with an area of 228.4 sq. m.
Regarding cars, since the end of 2022, Ivan Zraylo has been driving a Mercedes-Benz Gle400, a 2018 car. The indicated price at the time of purchase is UAH 705,600.
Working as a director at the Stryi City United Hospital, Ivan Zraylo earned UAH 697,957 in 2024. In addition, he received UAH 38,000 in pension. Plus, he has the already mentioned loan, which is listed as a "repayable financial assistance" from ZINDI GROUP in the amount of UAH 700,000.
Regarding monetary assets, Ivan Zraylo indicated that he has UAH 1 million in cash.
Persons who should have reacted: law enforcement agencies responded to Zrail's criminal activities in a timely manner, charging him with suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
