Case story: Khmelnytskyi City District Court sentenced orthopedist-traumatologist Vitaly Gabinet for bribery. The accused demanded $6,000 from the patient for assistance in determining the disability group. The doctor was fined UAH 255,000 for his actions.
As stated in the verdict of February 26, Vitaliy Gabinet works as an orthopedic traumatologist at the arthrological center of the Khmelnytskyi Regional Hospital. According to the investigation, on May 15, 2025, the doctor agreed to help the patient obtain a third disability group for $6,000, although he had no legal grounds for doing so. To do this, the accused asked to provide personal and medical documents, including X-rays, discharge notes, and information about previous surgeries.
On June 25, 2025, at about 10:20 a.m., in the corridor of the orthopedic department of building No. 3 of the regional hospital, a doctor received $6,000 from a patient. After handing over the money, he was detained by law enforcement officers.
In court, the accused fully admitted his guilt and repented. He explained that he agreed to the offer because of a significant amount of money and regretted what he had done.
Judge Svitlana Burka found the doctor guilty under Part 2 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence) and fined him UAH 255,000. The verdict can be appealed in the Court of Appeal.

Assets: in the declaration upon dismissal, Vitaliy Gabinet indicated that he owns a residential building with an area of 324 sq. m in the village of Lisovi Hrynivtsi, Khmelnytskyi district, acquired in 2011. He also owns a land plot in the same settlement, acquired in 2006, an apartment in Khmelnytskyi, acquired in 2019, and a land plot in Khmelnytskyi, acquired in 2023. In addition, the declarant indicated that he owns a 2018 BMW X5 and a 2015 Tesla Model S, as well as a 2011 Honda Shadow motorcycle.
Separately, the declaration lists the property of the official's wife, Tetyana Oleksandrivna Gabinet. In particular, she is the owner of a land plot in the village of Pylypy-Khrebtiivski, Kamianets-Podilskyi district, acquired in 2008, as well as an office in Khmelnytskyi with an area of 73 sq. m, acquired in 2022.
Vitaliy Gabinet's income, declared in the declaration upon dismissal, amounted to UAH 1,635,389. Of this amount, UAH 235,389 was the salary received at the Khmelnytskyi Regional Hospital, and another UAH 1,400,000 was income from the alienation of movable property. His wife declared UAH 194,663 in income, of which UAH 187,683 was salary, UAH 4,980 was part-time salary, and UAH 2,000 was a gift in cash.
Among the monetary assets, the declaration lists $80,000 in cash belonging to Vitaly Gabinet, as well as $32,000 placed in his wife's bank accounts.
