The plot of the case: at the end of September 2025, it became known that the police suspect a former deputy of the city council in the Lviv region of hiding property in the declaration for 2022 for UAH 4.7 million. According to media reports, this involved 54-year-old former deputy of the Gorodok city council and local family doctor Valeriy Nikonorov.
According to the police, the former city council member did not include information about a residential building and a land plot in a village in the Lviv district, which are partly owned by his wife, in his 2022 declaration, and also provided false information about money in bank accounts. In total, he did not indicate in his declaration property worth more than UAH 4.7 million.
In addition, he did not indicate income from entrepreneurial activity, and also incorrectly indicated the income received by the sole proprietor-wife.
Investigators informed him of suspicion under Part 1 of Article 366-2 (declaration of false information) of the Criminal Code of Ukraine.
According to media reports, this is a former deputy of the Gorodok City Council from "European Solidarity" and family doctor Valeriy Nikonorov, who resigned in 2025.
In his 2022 income declaration, he indicated a plot of land in Zaporizhia Oblast and another in the village of Cherlyanskyi Predmistya near Gorodok, registered to him. He also declared a plot of land and a house in Cherlyanskyi, an apartment, land and an office in Gorodok, and a 2017 Honda HR-V registered to his wife, Maria Nikonorova.
At the same time, Valeriy Nikonorov works as a family doctor and is registered as an individual entrepreneur, but he did not declare any income, only savings - 20 thousand UAH in cash, as well as 1.3 million UAH and 6 dollars in bank accounts.
After resigning from his duties as a deputy and opening criminal proceedings, in the summer of 2025, Valeriy Nikonorov filed an amended declaration for 2022, in which he indicated another house and a plot of land in Cherlyany, which belong to his wife on the right of partial ownership and which were not in previous declarations, as well as UAH 3.6 million in income as an individual entrepreneur. At the same time, his wife earned UAH 527 thousand.
The case materials indicate that in addition to the undeclared property in 2022, investigators suspect that he did not indicate property worth almost UAH 4 million in his 2023 declaration, however, he was not suspected of this fact.
Persons potentially involved in corruption schemes: open sources do not provide information about Nikonorov's possible accomplices.
Assets: In his 2024 tax return, Nikonorov indicated that he owned only two plots of land. His wife Maria declared a residential building, two plots of land, an apartment in the city of Horodok, and an office.
Also in 2021, Maria Nikonorova purchased a Honda Hr-V car worth 260,000 hryvnias.
The former deputy's income for this year was 2,066,000 hryvnias, and his wife's was 869,140 hryvnias.
He declared 25,000 hryvnias in cash, and 1,375,782 hryvnias and 4,787 dollars in his bank accounts.
Persons who should have reacted: law enforcement agencies responded promptly to Nikonorov's criminal activities, charging him with suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
