Klymenko: MPs’ “envelope salaries” rose to $5,000

According to the Specialized Anti-Corruption Prosecutor's Office, after the start of the full-scale war, "envelope salaries" to MPs increased from 1-2 thousand to 5 thousand dollars. 41 MPs of the 9th convocation received suspicion from the SAPO. This was stated in an interview with Ukrinform by the head of the SAPO, Oleksandr Klymenko.
According to our data, after the start of the full-scale invasion in 2022, deputies did not receive payments “in envelopes” for some time. When we learned that they had resumed, we continued to work in this direction
According to him, when payments "in envelopes" resumed, deputies received $1,000-2,000 per month for voting in parliament for certain bills.
Then the payments increased to $5,000. Penalties could also be imposed. Then the “salary” was reduced to $3,000.
Klymenko recalled that the first criminal proceedings against the MP were registered by former Prosecutor General Iryna Venediktova towards the end of her term in office based on statements received at the end of 2021.
This was the first episode that was investigated.
He added that before the full-scale invasion, there were periods when payments "in envelopes" reached $20,000 per month.
In total, Klymenko noted, 41 deputies of the Verkhovna Rada of the 9th convocation received suspicion from the SAPO. And in the ten years since the anti-corruption bodies began to work, 79 former and current people's deputies received suspicion.
We previously wrote that at the end of December 2025, the NABU and the SAPO exposed an organized criminal group that included current MPs. According to the investigation, the parliamentarians systematically received bribes for the "necessary" vote in the Verkhovna Rada. The amounts of the bribes ranged from 2 to 20 thousand dollars.
In addition, NABU reported the exposure of a corruption scheme involving deputies of the Volyn regional and Lutsk city councils.
