UAH 2.6 Million Allegedly Embezzled in Uzhhorod University Renovation
Law enforcement officers have declared suspicion against Volodymyr Devyan, the head of Svalyava Miskbud LLC, who, together with a technical inspection engineer, embezzled UAH 2.6 million for the reconstruction of the dining room for the Faculty of Dentistry of Uzhhorod University.
As reported by the Zakarpathian Regional Prosecutor's Office on Thursday, October 15, this concerns the reconstruction of a building in Bam, which was carried out in 2020-2021. According to Prozorro, tenders for UAH 14.4 million in 2019 and purchases of UAH 6.8 million each - in May and July 2021 - went to the company "Svalyava Miskbud", which belongs to an entrepreneur from Mukachevo region, Volodymyr Devyan.
Law enforcement officers established that the contractor entered information into the acts of performed work that did not correspond to the actual state of affairs. In particular, the documents indicated larger volumes of materials used and work performed than actually occurred. At the same time, some of the planned work was not completed in full, and some was not completed at all.
In particular, they built a ceiling between two floors “on paper”, installed insulation and fictitiously performed a number of other works. The suspects signed off on the allegedly completed works, on the basis of which they transferred funds from the budget to the contractor.
The total amount of overestimation of the cost of the works amounted to more than 2.6 million UAH. The contractor and the technical supervision engineer are charged with embezzlement of budget funds in particularly large amounts by prior conspiracy, as well as official forgery (Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine). The articles provide for up to 12 years of imprisonment.
According to the Youcontrol analytical system, LLC "Svalyava Miskbud" was registered in Transcarpathia in 2004 and belongs to the family of local businessman Volodymyr Devyan. The entrepreneur has already been accused of embezzlement of budget funds, suspecting the embezzlement of UAH 2.2 million during the construction of a rehabilitation center in Rakhiv. In April 2026, the court acquitted the official, not finding any criminal offense in his actions.
