HACC Extends Investigation Into Rostyslav Shurma Case
The High Anti-Corruption Court has extended until November 21 the investigation into the case of the embezzlement of UAH 141 million on the "green" tariff, in which the former Deputy Head of the Presidential Office, Rostyslav Shurma, was suspected.

We will remind, on January 21, 2026, NABU and SAPO reported the exposure of a scheme to appropriate funds intended for payments under the "green" tariff , which operated in favor of a number of commercial energy generating enterprises located in the occupied territory of Zaporizhia region.
According to the investigation, in 2019-2020, the former deputy of the Donetsk regional council, together with his brother, took control of a number of enterprises that produced electricity from alternative sources. In the territory of the Vasylivka district of the Zaporizhzhia region, the defendants in the case built solar power plants with a total capacity of about 60 MW and concluded contracts with the State Enterprise "Guaranteed Buyer" for the sale of electricity at a "green" tariff.
It is noted that after the start of the full-scale invasion of the Russian Federation and the occupation of part of the region, the solar power plants lost contact with the United Energy System of Ukraine, were damaged, and the personnel were evacuated. The investigation established that the reporting contained knowingly inaccurate data on the generation volumes and technical readiness of the plants, in particular, during periods of complete power outages. The funds received were withdrawn through related companies, and the total amount of losses caused to the state is UAH 141.3 million.
