NABU comments on mobilization of corruption suspect Serhii Gaidai
The former head of the Mukachevo Regional State Administration and former head of the Luhansk Regional Military Administration Serhiy Gaiday, who is suspected of corruption in the procurement of drones and electronic warfare, mobilized into the Armed Forces of Ukraine under a contract .
According to NABU, Serhiy Gaiday signed a contract with the Armed Forces of Ukraine on November 12 and serves "in the positions of private personnel."
The bureau noted that currently, Gaiday has the status of a suspect in the case of corruption in the procurement of drones and electronic warfare and has been assigned certain procedural duties. Serhiy Gaiday must appear at the request of law enforcement officers, notify about a change of residence or work, not communicate with other suspects in the case, not visit a National Guard unit, and surrender his passport. NABU noted that Haiday is properly fulfilling all the duties assigned to him.
In addition, the NABU noted that, according to the legislation, the court suspends legal proceedings against a person who has been mobilized for military service until his demobilization. However, this norm does not apply to Serhiy Haiday, since he serves in the Armed Forces of Ukraine under a contract.

As a reminder, NABU and SAPO reported suspicions to People's Deputy Oleksiy Kuznetsov, Head of the Mukachevo District State Administration Serhiy Gaidai, and others. According to the investigation, during 2024–2025, participants in the organized group established a scheme for the systematic appropriation of budget funds allocated by local governments for the needs of the defense forces, as well as receiving and providing illegal benefits.
